Follow-up arrest made in stolen credit card case

An 11th suspect was arrested in the fallout from a stolen credit card that was reported to Scappoose police. On May 26, continuing with what was described as a lengthy and complex investigation, officers arrested 47-year-old Kylan Simkins.

Simkins was located by Officer Chris Cowen while driving near JP West Road and SW 1st Street. Cowen executed a traffic stop on the vehicle driven by Simkins and took the suspect into custody, lodging him at the Columbia County Jail.

Simkins was charged with theft, identity theft, reckless driving and attempting to elude police. He also faces numerous additional charges.

A resident of Scappoose reported the credit card theft on May 9. Police determined several suspects used the stolen credit card at several locations. Surveillance footage helped identify multiple suspects.

On May 13, authorities served a search warrant at a residence in the 54000 block of Dahlgren Road in Scappoose. During the search, the victim’s stolen credit card was recovered. Authorities also found methamphetamines, heroin and drug paraphernalia. Eight people at the residence were taken into custody. A few days later, officers were able to identify two more suspects, arresting both.
