Operational Advisor/Media Monitoring Capability Program Manager
Details: TechOp Solutions International, Inc. (TechOp) provides technology and operational solutions to senior decision makers in Homeland Security and Homeland Defense in federal, state, and local governments, as well as private and commercial enterprises, who must maintain situational awareness, collect critical information, and make timely risk-mitigated decisions regardless of the pressures of time and circumstance. TechOp has an employment opportunity available for key personnel to provide Program Management support to the U.S. Department of Homeland Security National Operations Center. The Media Monitoring Capability (MMC) Program Manager (PM) is responsible for overseeing the NOC’s Media Monitoring and Social Networking utilization program to enhance data sharing, situational awareness, and executive decision making. Position is located in Rosslyn, Virginia. Key Responsibilities: Ensure the goals and objectives of the project, problem resolution and customer satisfaction are accomplished within prescribed time frames and funding parameters Plan, organize, direct and control the project to ensure all contractual obligations are fulfilled, quality standards are met and associated expectations of performance achieved Provide day-to day oversight over the 24/7/365 operations of the Media Monitoring and Social Media/Networking Capability Supervise a team of Analysts who monitor open source media reporting (traditional and new media) for operationally relevant data and imagery that can benefit the DHS, interagency partners, state, local, tribal, and private agencies in corroborating, reconciling, complementing, and visualizing operational data elements, in order to facilitate timely, risk-mitigated decision making Ensure that the DHS senior leadership is aware of open source reporting that can assist in assessing the effectiveness of response and recovery operations and activities; identify gaps in the DHS, federal interagency, and state and local operations and activities; and, understand public perceptions regarding the effectiveness of DHS operations and activities Develop schedules, review work discrepancies, communicate policies and manage and control resources On a monthly basis, closely review and lead an In Progress Review of daily summary reports and Items of Interest for content, relevance and Personally Identifiable Information (PII) Responsible for the MMC detailed preparations for semi-annual Privacy Compliance Reviews (PCR) conducted jointly by DHS OPS and DHS Privacy Participate in MMC new hire interviews and other personnel actions such as annual performance reviews, pay raises and promotions Serve as Senior Reviewer for deciding whether a questionable Item of Interest (IOI) should be sent/one of five designated Senior OpSum Reviewers who provide nightly senior-level Quality Assurance to important summary reports Thought leader in applying Social Networking concepts, technologies, and processes to operations Provide analytic and strategic consultation to senior management on major issues affecting DHS operations Orchestrate a variety of special projects requested by DHS OPS Leadership Serve as primary liaison with management, staff, governance groups, and working groups Prepare and/or contribute to the preparation of reports, briefings, and presentations Position may require Program Manager to be on-call 24/7to support operational issues and real world crises
