Alton sex offender charged with not registering | #childpredator | #kidsaftey | #childsaftey


EDWARDSVILLE – An Alton man has been charged with failing to register as a sex offender.

James D. Ramsey, 50, listed as homeless out of Alton, was charged Sept. 1 with unlawful failure to register as a sex offender (second subsequent offense), a Class 2 felony.

The case was presented by the East Alton Police Department.

According to court documents, on Aug. 31 Ramsey allegedly failed to register with the East Alton Police Department.

According to the Illinois State Police sex offender database, Ramsey is listed as a “non-compliant” sexual predator.

He has convictions for criminal sexual assault and aggravated criminal sexual abuse, as well as failure to report a change of address/employment out of Madison County in 2018.

According to the database, Ramsey’s victim was 14 at the time of the offense and he was 23.

Bail was set at $50,000.

In an unrelated case, two people were charged with forgery.

Chelsea N. Broaddus, 29, of Collinsville; and Travis L. McGovern, 47, of Carlinville, were each charged with forgery, both Class 4 felonies.

The cases were presented by the Pontoon Beach Police Department.

According to court documents, on Feb. 23 the two allegedly attempted to pass a bad check for $455.22 at the Pontoon Beach Mobile gas station.

Bail for McGovern was set at $60,000, and Broaddus’ bail was set at $30,000.

Nyja K. Whitener, 20, of Pontoon Beach, was charged with aggravated fleeing or attempting to elude a police officer, a Class 4 felony. The case was presented by the Granite City Police Department.

According to court documents, on Aug. 31 Whitener allegedly was driving a Nissan Altima when she attempted to flee from a Granite City police officer, reaching speeds in excess of 21 miles over the posted speed limit. Bail was set at $50,000.

These individuals have only been charged and remain innocent until proven guilty in a court of law. All charges may not be reported.
