This individual serves as a Senior Personnel Security Specialist contractor working for the Office
of Security Services, Personnel Security Operations Branch providing administrative and
technical support for a staff engaged in personnel security operations and assuring the
implementation and compliance with security programs, policies, and requirements. In addition,
this position is responsible for first level adjudicative recommendations on both interim and final
decisions ,as well as, quality review of work products of lower level specialists and assistants.

Task Assignment
Subject to review by SEC personnel, and pursuant to protocols and processes approved by SEC
personnel, the individual’s specific duties are as follows:

 Contacts other personnel security operations and documents the reason for a “please call”
designation in CVS.
 Conducts status checks on background investigations utilizing the automated OPM
Personnel Investigations Processing System (PIPS).
 Provides advice and assistance with respect to pre-employment inquiries.
 Assists in training Federal and new contractor staff.
 Assists in developing and implementing policies and procedures.
 Reviews entire case file and makes a suitability/fitness recommendation based on the
criteria found in the OPM Suitability Processing Handbook.
 Identifies issues requiring resolution.
 Recommends methodology for issue resolution.
 Conducts pre-employment inquires as necessary to resolve issues.
 Thoroughly documents all actions in written summaries for inclusion in case file.
 Utilizes case management systems to document adjudicative recommendations as
 Completes adjudicative recommendations within established time frames.
 Reviews the recommendations of lower level specialists to ensure recommendations are
being made in compliance with guidance in the OPM Suitability Processing Handbook.

 Conducts and documents monthly quality review of five percent of the completed
 Manages e-delivery of completed investigations to ensure adjudicative recommendations
are made within established time frames.
 Drafts correspondence in the form of Letters of Interrogatory, Adjudicative Worksheets,
and Notices of Proposed Action for second level review.
 Provides training to lower level specialists as needed based on results of quality review.
 Establish and maintain tracking mechanism for work assigned to specialists to ensure
timely completion of adjudicative recommendations.
 Monitors personnel security mailbox, worklog, and workflow as necessary.
 Reports results of adjudication via OPM 79A and/or CVS to OPM as required.
 Assists with building emergencies and OEP drills, as needed.
 Assist with Continuity of Operations (COOP) activations and drills, as needed.

All work is done in compliance with personnel security and suitability policy as directed by the
Office of the Director of National Intelligence and the Office of Personnel Management in the
roles of security and suitability executive agent respectively.

Work assignments/tasks completed on time. Work products are complete and accurate. Work and
interact professionally and effectively with all levels of management and staff in completing
assignments, both verbally and in writing. Provide exceptional customer service at all times and
in all manner of communication with internal and external personnel. Exhibits complete
confidentiality in performance of duties. All case material and personally identifiable
information is safeguarded according to established rules and policies. Provides regular status
updates to Branch Chief regarding workflow and progress.

• A Bachelor’s degree with three years of suitability adjudicative experience. If no
degree, five years of suitability adjudicative experience.
• Have successfully completed formal training in suitability adjudications towards
adjudicator certification in compliance with National Training Standards established by

• Must possess a favorably adjudicated background investigation completed
within the last five years at the BI, Tier 4 level or SSBI, Tier 5 level; and be
able to maintain the favorable result throughout employment on the contract.
