Santiago-Medina was scheduled to be sentenced in U.S. District Court on Feb. 22.

According to court records and information presented to the court, following his release from prison and a halfway house in Pennsylvania Medina-Santiago left the state without registering as a sex offender.

Arrest warrants were issued by the Philadelphia Police Department in December 2022 and by the Pennsylvania Department of Corrections in January of this year.

While searching for Santiago-Medina, the U.S. Marshals Service determined that he had relatives in Rhode Island and discovered he began using federal food assistance benefits in Rhode Island and Massachusetts in May 2022, according to authorities.

After living with his mother in Pawtucket, he moved to an apartment on Mineral Spring Avenue where he was arrested June 14 after a 30-minute standoff, according to authorities.

He has been held in custody since his arrest, according to court records.
