CONOPS Cyber Expert Systems Engineer

The Modeling, Simulation and Analysis Center (MSA) within the Systems Design & Performance (SD&P) directorate has the responsibility to provide and maintain performance and Operations Research simulations for all Raytheon Missiles Systems (RMS) products, support new business initiatives and development and execution of technology roadmaps. Specific responsibilities include, but are not limited to, development of concept of operations, mission planning, weapon test bed development and analysis, and development of high fidelity performance simulations which include scene generation capability in multiple sensor channels.

The ICE Center Cyber/AMS Concept of Operations (CONOPS) Subject Matter Expert (SME) will be assigned to the Immersive Customer Engagement (ICE) Center, reporting to the CONOPS Integrator.The Cyber/AMS CONOPS SME will work closely with AMS Business Development Executive (BDE) and their BD team, serving as the subject matter expert for their mission areas, including, but not limited to Cyber Offensive Capability and Cyber Hardening, as well as coordinating CONOPS SME support for products/mission areas in the other AMS directorates (ALWS, AAMDS, ANAMD, and AAWS).The CONOPS SME will also be well versed on ITAR, FAR, and EX/IM, including license agreements for each product in their mission areas.

The CONOPS SME will support BD and Product Line capture teams with driving new bookings opportunities, directly supporting the shaping team, including shaping requirements based on environment, customer problem and RMS convictions; integrating with the Joint Capabilities Integration and Development System (JCIDS) process; creating new starts based on a sound value proposition; building relationships; establishing customer intimacy; and increasing Pgo.

The CONOPS SME will serve as the primary interface between the product line BD leadership they support and the ICE Center to develop and execute immersive customer operational concepts with our system solutions, providing an emotional experience for our customers.The CONOPS SME will coordinate with our Operations Research organization to provide the necessary mission and campaign modeling and simulation, including the threat, and competitive systems – understanding both strengths and weaknesses that these systems will deliver for warfighter effects.

Note: This position can be Salary Grade E05 (Principal Systems Engineer) or Salary Grade E06 (Sr. Principal Systems Engineer) based upon the applicant’s qualifications as they relate to the skills, experience and responsibility requirements of the position.

Required Education, Skills and Experience

  • Must have active Department of Defense Top Secret clearance with the ability to obtain SCI and other clearances
  • Bachelor’s Degree in Engineering, Operational Research, Math or Physics
  • Eight (8) years related experience with Cyber, operational analysis; military weapon systems tactics, techniques, and procedures and military operations and exercises to provide insights into how RMS solution sets will impact these analysis.
  • Strong customer CONOPS knowledge and experience
  • Strong government customer knowledge, language and vernacular
  • Must be well versed in the JCIDS Process and how the Capability Based Assessments (CBA) Process is a key enabler to help shape future new business pursuits.

oMust have experience applying JCIDS / CBA analysis supporting Domestic customer pursuits.

oMust have an understanding of how to apply a similar approach to International customers.

  • Must be well versed in ITAR, FAR, and EX/IM
  • Must be well versed at working with and influencing all significant functional expertise to include IT, Engineering, Operations, PL, to achieve organizational capabilities to develop customer mission and campaign modeling, simulation, and demonstration
  • Must have strong project management experience, including project definition and resourcing skills – must be capable of putting together an analysis framework for translating customer capabilities into customer warfighting effects and scenarios and be able to translate these capabilities into a mission and campaign models, scenarios, and demonstrations, relevant to increasing customer intimacy.
  • Experienced with CONOPS and OPCON development and presentation.
  • Experience with Live-Virtual-Constructive simulation development and exercise execution.
  • Experienced with technical data presentation.

Desired Education, Skills and Experience

  • Current SCI clearance
  • Master’s Degree in Engineering, Operational Research, Math or Physics
  • Excellent “story teller” – needs to be effective at making an emotional connection
  • Fifteen (15) years related experience with Cyber, operational analysis; military weapon systems tactics, techniques, and procedures and military operations and exercises to provide insights into how RMS solution sets will impact these analysis.
  • System of systems analytical thinking
  • Experience with Live-Virtual-Constructive simulation development and exercise execution.
  • Familiar with LVC tools including Titan, VBS2, ICAT, Unity, Virtual Combat Systems, and DIS/HLA.
