CONCORD, NH — New Hampshire Department of Corrections is asking for the public’s help finding a sex offender with possible connections to Concord, Manchester, and the Lakes Region who is wanted on warrants.

Elwin Albert Moses is 64, about five feet, six inches tall, and weighs around 165 pounds. He has blue eyes and gray hair. Sometimes, according to corrections investigators, he has used the aliases “Mather Moses,” “Punk Moses,” and “Lance Russ,” according to an alert. He has tattoos on his chest, back, abdomen, and head.

“(The) NH Department of Corrections issued a parole warrant on Aug. 21, due to absconding from supervision,” an alert stated. “Moses is also being investigated by Derry police for failure to register as a sex offender. Moses was last residing in Derry.”

Investigators also believe Moses could be mingling with homeless populations at encampments in either Concord, Manchester, or the Lakes Region.

According to superior court records, Moses has a criminal history dating back to the mid-1990s.

In July 1995, he was found guilty of driving under the influence and rules of the road after an incident in Belmont. About a year later, also in Belmont, he was accused of driving while being a habitual offender and pleaded guilty to the charge in February 1997, making him a felon.

In November 1996, he was brought up on two aggravated felonious sexual assault charges in November 1996, with a jury finding him guilty

He was also charged with two counts of simple assault in Belmont in December 1996, and a jury found him guilty in July 1997.

Moses was arrested on felony habitual offender charges in October 2018 in Laconia and November 2018 in Belmont. He pleaded guilty to both charges in July 2019.

According to a post on Patch, in July 2019, while he was homeless in Concord, he was arrested on warrants after an incident at the Fairfield Inn on Gulf Street.

Investigators said other charges Moses had been convicted of included disobeying an officer, a prior escape charge, and indecent exposure and lewdness.
