Applicants selected will be subject to a government security investigation and must meet eligibility requirements for access to classified information. ACTIVE TS/SCI clearance is required.

Responsibilities:

The CI Strategic Engagement Divisions requires administrative and analytic support to the DSS CI Directorate with the establishment, implementation and sustainment of programs and initiatives which fully and effectively promote DSS CI initiatives with the IC, LE and industry participants in the CI partnership with cleared industry (CIPCI). The contractor will be proficient in office administration, knowledgeable of both CI analysis and the national industrial security program and will be expected to leverage this proficiency and knowledge in support of Strategic Engagement programs and initiatives.

Tasks:

  • Records and file management
  • Strategic Engagement and CIPCI employee in and out processing
  • Office operation policies and procedures
  • Support to Division and Deputy Assistant Director, Strategic Engagement
  • Interact with internal DSS departments and outside government agencies
  • Respond to requests from internal and external offices, to include CIPCI partners; distribute
  • division correspondence, circulate information
  • Responsible for maintaining and populating various databases and spreadsheets
  • Required to collect and collate data for establishment and maintenance of training programs for SE
  • and CIPCI personnel
  • Maintain SE CIPCI corporate folders
  • Track internal and external actions, to include managing CATMS taskers
  • Preparation of classified packages to include generation of AF310 – Document transmittal sheet,
  • catalogue all documentation
  • Maintain correspondence associated with weekly Strategic Engagement meetings
  • Prepare unclassified CIPCI meeting agenda for release to members; capture meeting
  • minutes during weekly meetings, and prepare formalized meeting minutes for distribution

  • Serve as administrative lead for SE hosted secure video teleconferences
  • Assist in drafting and dissemination of invitations
  • Assist in procuring facilities/confirmation rooms
  • Track RSVPs and validate clearances with DSS security
  • Generate rosters of attendees by field offices
  • Prepare questionnaires
  • Distribute rosters and questionnaire to field offices
  • Consolidate questionnaire responses in report for AD SE and validate attendance
  • Serve as the administrative custodian of the SE SOP

Requirements:

  • At a minimum, this individual shall possess a Bachelor’s Degree (or higher level degree) and have the following experiences:
  • Civilian  US  Government  experience working  CI  investigations  and   HUMINT collection  operations  (5-10  years);  or  military  experience  working  CI   investigations  and  collection operations and HUMINT operations (5-10 years)
  • Extensive Knowledge in CI/ HUMINT targeting directed at detecting, deterring,   or neutralizing threats to U.S. Government personnel, programs, and technology
  • Extensive knowledge of principles, techniques, methods, processes, and technology involved in intelligence and counterintelligence operations.  Experience in   at least two of the CI functions (analysis, collections, operations, and investigations
  • Knowledge in cyber intelligence methodologies and practical understanding of relevant information technologies and   computer/telecommunications network designs and operations.
  • Ability to work collaboratively with intelligence analysts, operational implementers   and information technology specialists to identify and assess threats to cleared contractors computer networks.
  • Knowledge of intrusion data, electronics, information on US systems (computer and weapons), and forensics data.  Knowledge of Cyber CI collection and operations and document and media exploitation.
  • Understand the threat to cleared contractors (CC) and build risk based products to advocate risk based decision making ;
  • Working knowledge of Intelligence Oversight considerations x Experience in Intelligence reporting, to include Intelligence Information Reports (IIR)  and Investigative correspondence (SCR, LHM) consistent with community standards
  • National level liaison experience with both the U.S. Intelligence and Law   Enforcement Community
  • Excellent written and oral presentation skills
  • Extensive knowledge of intelligence and law enforcement databases and resources including Palantir;
  • Extensive knowledge of structured analytic techniques and analytical tradecraft;
  • Extensive Knowledge in leveraging and integrating Intelligence Analysis into the CI Operational  Cycle;
  • High proficiency in IC databases, to include Palantir, and Joint Personnel Adjudication System.  (JPAS)
