OBJECTIVE

Cyber Security is responsible for managing the cyber security program at Hanford

in accordance with the Federal Information Security Management Act (FISMA) and

National Institute of Standards and Technology (NIST) requirements for operation of

federal information systems. The HLAN is under constant attack, and it is essential for

Cyber Security to detect intrusions into the network and quickly respond to

incidents. The organization has established a Security Operations Center (SOC) to

perform intrusion detection and incident response for the HLAN. Cyber security analysts

in the SOC use a number of advanced tools to defend the network from attack. With an

increased workload due to the greater visibility of network intrusions provided by the

tools, Cyber Security must augment its staff in the SOC with a cyber-security

analyst to ensure continued protection of the network.

 

DESCRIPTION OF WORK – SPECIFIC

  • Perform engineering and analysis activities in technical cyber security, supportingoversight of information technology throughout the enterprise.
  • Under supervision of experienced personnel in the Security Operations Center(SOC), participate in incident management activity to protect computer systems in

    response to changing security threats and requirements.

  • Perform cyber security intrusion detection and incident response, focusing onmore complex issues including those escalated from the Network Operations

    Center (NOC).

  • Guide personnel responsible for initial incident response.
  • Investigate security events, alerts, and reports for evidence of intrusion into thenetwork and compromise of computer systems, performing computer forensics as

    necessary.

  • Coordinate incident response with cyber security and information technologypersonnel and support incident reporting.
  • Serve as on-call cyber security analyst on a rotating basis with other members ofthe intrusion detection and incident response team.
  • Evaluate products and participate in projects to improve effectiveness of incidentmanagement capability.
  • Configure intrusion detection systems and develop rules to address new threats.
  • Monitor cyber security reports from external sources.
  • Implement government and industry best practices for incident management.
  • Participate in disaster recovery exercises and events.
  • Assess and mitigate security threats and risks to computer systems.
  • Support development of the System Security Plan (SSP) for Hanford underNational Institute of Standards and Technology (NIST) requirements.
  • Support secure operation and maintenance of systems within accreditationboundary.
  • Participate in change management process for information systems.
  • Support cyber security audits, assessments, data calls, and investigations.
POSITION REQUIREMENTS QUALIFICATIONS

Basic Qualifications

  • BA/BS degree in Computer Science or equivalent combination of education andexperience working in information technology.
  • Demonstrated ability to organize and analyze information in databases modelingcomplex relationships.
  • Proven experience in assessing and managing risk.
  • Ability to set and manage priorities judiciously.
  • Excellent written and oral communication skills, interpersonal skills, and strongnegotiating skills.
  • Ability to present technical concepts and ideas at an appropriate level to users andexecutives responsible for business decisions.

Desired Qualifications

 

 

  • Experience with information technology on the Hanford Site.
  • Knowledge of National Institute of Standards and Technology (NIST)requirements for operation of federal information systems.
