A convicted sex offender who allegedly threatened to “rape” a stranger on the street is back haunting the East Village.

Fritz Marseille spent two weeks cooling his heels at Rikers but the stint in jail did nothing to deter his apparent affinity for the neighborhood.

“We had two blissful weeks of peace and quiet and felt safe,” lamented Christine Rucci, who claims Marseille, 38, has repeatedly accosted her on the street.

Marseille was sentenced to five months in jail last year for allegedly groping two women, according to Manhattan District Attorney Alvin Bragg’s office.

As part of his plea deal, Marseille needed to complete a counseling program or face jail time, prosecutors said.

The erratic Marseille agreed in October to attend a telehealth treatment program with Long Island City-based Queens Counseling for Change, whose clientele includes individuals with “problematic sexual behaviors” and “anger management issues.”

But Marseille never enrolled, according to the DA’s office.

An arrest warrant was issued for Marseille on June 1 after he failed to appear in court for compliance, but the unhinged vagrant spent the next seven weeks on the streets — until a Post expose on the “predator” locals deemed a “ticking time bomb.”

He was arrested the next day for violating the plea deal and was slapped with a misdemeanor forcible touching charge, which resulted in a measly jail sentence.

And now that Marseille is free again to roam East Third Street and East Fifth Street along Second Avenue, he’s “more agitated” than ever.

“He needs drug and alcohol rehab and frankly some time for his crimes,” Rucci said. The DA and judges have to do better.”

Bragg’s office said it is now “coordinating with an outside provider to engage Mr. Marseille and connect him with services.”

Marseille was arrested following a Post expose last month.

Kristin Booth, 49, one of the women allegedly accosted by Marseille, isn’t convinced things will get any better.

“F–k Bragg!” said Booth, 49, who has logged five police complaints against Marseille since September 2020, and alleged he lurked behind her in June and said, “I’m going to f–king rape you.”

“[He] created a criminal’s paradise. We all suffer it,” she added of the DA’s office.

Joseph Giacalone, a retired NYPD sergeant and adjunct professor at John Jay College of Criminal Justice in Manhattan agreed that the soft-on-crime, far-left Bragg is part of the problem.

“Alvin Bragg has turned the criminal justice system into a joke,” he said. “This is the same person who gaslights us and tells us recidivism isn’t a problem, but can’t even keep track of someone who is supposed to be in a program. Now Bragg can write Marseille a nasty note to tell him how disappointed he is in him.”
