Enterprise Management Systems Engineer

NEED – NETSCOUT EXPERIENCE

As a member of an engineering team, follow standards based engineering practices to evaluate, configure, build, document, upgrade/patch and support a NetScout based enterprise Performance Management (PM) capability. The successful candidate will have a strong background in a variety of network infrastructure equipment, including routers, switches, and firewalls. This position is co-located with a DoD customer and the primary job function will be supporting the engineering effort for a NetScout based enterprise PM solution. Other network infrastructure engineering projects may be assigned as the schedule permits.

Specific tasks may include:
Install, configure, test and maintain PM systems in a lab environment.

Support release planning, including design, prototyping as necessary and solution development, testing, and implementation support.

Troubleshoot NetScout Performance Manager/probe issues including access, outages, anomalous behavior, and latency

Provide services and documentation for planning, project management, release planning, design, test and evaluation, certification and accreditation, development, installation, operations, and maintenance of multidiscipline systems supporting Marines in every domain (air, land and sea). Produce engineering documentation to include but not be limited to:

Concept of Employment (COE)

Cyber Product Baseline (CPB)

Test Plan

Information Technology Instruction (ITI)

Standard Operating Procedures (SOP)

Configure, test, document and prepare PM systems for deployment.

Provide system and software engineering services supporting Network Engineering and Enterprise Management Engineering.

Participate in offsite meetings in the local Quantico, VA, area, conference calls, video teleconferences and web conferences and perform long-distance travel for formal conferences, meetings, and in support of project execution.

Provide recommendations to optimize network operation and performance.

Work with internal as well as customer project management and technical teams during design, development, and implementation phases of various network-related initiatives.

Engineer using an industry standard systems engineering process such as that identified in IEEE 1220-2005(R2011), Standard for Application and Management of the Systems Engineering.

Brief project statuses and coordinate efforts with internal and external organizational leadership and staff including project managers, operators, and senior engineers.

Conduct High Availability/Continuity/Disaster Recovery (HA/C/DR) tests (desktop exercises and/or more realistic systems testing if funding and operational realities permit it) and support Continuity of Operations (COOP) planning efforts for all systems and designs.

Work with internal as well as customer project management and technical teams during design, development, and implementation phases of various network-related initiatives.

Identify and integrate identity and access management requirements into each design.

Assist in formulating network management strategies.

Produce and review technical documentation.

Provide recommendations to optimize network operation and performance.

Work with internal as well as customer project management and technical teams during design, development, and implementation phases of various network-related initiatives.

Required Skills

Excellent written and verbal communication skills, and have demonstrated ability to present material to senior personnel

Able to design, install, configure, employ and patch NetScout nGenius Infinistream systems and NetScout Performance Management Services

Able to research, learn, build, integrate, configure, and test new technology in a Laboratory environment and then to fully document the results using client formats.

Able to build, configure, and STIG a Windows 2008/2012 Server

Required Experience

Experience with CISCO management tools.

Experience using VMware ESXi servers to install and configure new systems

Experience using Microsoft Visio

Experience developing, integrating, and maintaining network management platforms using industry standard protocols

Experience in configuring tools for and performing deep packet capture and analysis and using packet flow metadata for troubleshooting and post event forensics analysis, application response times, and detailed key performance indicators.

Experience as a Linux or Unix Administrator; able to build, configure and STIG a Linux/Unix Server

Required Qualifications:
Final SECRET security clearance

DoD 8570 compliance at the IAT level III (CISA, GCIH, GCED, CASP, CISSP)

NetScout nCP and CCNA

Professional Series Certification in one of the Network Management Technologies scopes (E.g. MCSE, MCITP, HP-ATP, CCNP, CCDP)

8 Years of progressive network, engineering, cybersecurity experience

Experience engineering network, network PM capabilities in support of an enterprise

Excellent written and verbal communication skills.
