Former sex-offender from Wellsville arrested for allegedly downloading child pornography – Cache Valley Daily | #childpredator | #kidsaftey | #childsaftey


Gov. Spencer Cox has signed into law a legislative proposal by state Sen. Chris Wilson (R-Logan) increasing criminal penalties for the production and distribution of child pornography.

LOGAN — A 66-year-old Wellsville man, previously convicted of sexually abusing two girls, has been arrested for allegedly downloading child pornography over the internet, according to investigators. Curtis Wayne Lee was booked Tuesday into the Cache County Jail after law enforcement served a search warrant to his home.

According to an arrest affidavit, a member of the Logan Internet Crimes Against Children (ICAC) Task Force began investigating Lee in August after detecting a computer allegedly downloading child pornography. The agent was using investigative software to monitor file sharing networks, known as BitTorrents.

The officer reportedly found over a dozen photos being shared by a computer in Wellsville. The images were of a 10 to 12-year-old girl in various pornographic poses.

Police noted in the arresting documents, the suspect would have to intentionally and methodically utilize the network to acquire and share files of this nature. They were able to track the computer’s IP address to Lee’s residence.

Tuesday morning, officers served a warrant to the home and took Lee into custody. They also seized a laptop, multiple hard drives, and other digital storage devices.

Investigators performed a digital forensic analysis on the laptop and hard drive, finding more sexually images children, including pictures of a girl being sexually abused by an adult male. The laptop also had software installed on it designed to permanently erase files and logs, the probable cause statement described.

During questioning, Lee reportedly told police that he had been using the BitTorrent network multiple times during the past year to view child pornography. He explained how he would download the files, and then delete them from his laptop.

Police found additional evidence to suggest that Lee had been accessing child pornography just hours before officers arrived at his home. The files had been downloaded and then deleted.

Court records show, Lee was arrested in 1997 for molesting two young girls. The crimes occurred repeatedly over a period of time. He was later convicted of sexual abuse of a child, a second-degree felony, and sentenced to serve one year in jail.

During Tuesday’s interview, Lee reportedly told police he was sexually interested in children and viewed child pornography as an outlet for his desires. He also implied that looking at explicit material helped keep him from sexually abusing children, the court documents detailed.

Lee was arraigned Wednesday afternoon in Logan’s 1st District Court. He was charged with 10 counts of aggravated sexual exploitation of a minor, a first-degree felony; and 10 counts of sexual exploitation of a minor, a second-degree felony.

Cache County Deputy Attorney Griffin Hazard asked the court to hold Lee without bail. He said, “The suspect is a danger to the community in particularly children.”

Lee was ordered to remain in jail and appear for a further arraignment hearing Oct. 2, giving attorneys time to review evidence in the case. He could face up to life in prison, if convicted.

Individuals arrested and charged in complaints are presumed innocent unless or until proven guilty beyond a reasonable doubt in court.
