Four arrested from Davenport house, one on federal child porn charges, three on state sex offender registration violations | #childpredator | #kidsaftey | #childsaftey


Federal authorities and Scott County Sheriff’s Deputies arrested four people out of a Davenport home on Nov. 9, one on federal child porn charges, and three Scott County sex offenders on state registration violations.

The arrest warrants for the four men were served at a home in the 200 block of Dixwell Court.

Bob Arthur Phillips, 36, is charged in U.S. District Court, Davenport, with one count of distribution and receipt of child pornography, and one count of possession of child pornography.

According to the grand jury indictment for the count of distribution and receipt of child porn, between Sept. 14, 2022, and Aug. 8, 2023, Phillips did knowingly receive and distribute, and attempt to receive and distribute, a visual depiction that involved a minor engaging in sexually explicit conduct. 

As to the charge of possession of child pornography, the grand jury indictment states that on or about June 29, 2023, Phillips did knowingly possess one or more items containing visual depictions of minors under the age of 18, as well as prepubescent minors under the age of 12, engaged in sexually explicit conduct.

Phillips is being held in the custody of the U.S. Marshals pending a detention hearing scheduled for Friday in U.S. District Court, Davenport. During a hearing Nov. 9, U.S. Magistrate Stephen Jackson scheduled a trial for Jan. 2, 2024, before U.S. District Judge Rebecca Goodgame Ebinger.

Under federal law, possession of child pornography involving a minor 12 or older is a Class D felony that carries a maximum prison sentence of 10 years and the possibility of serving life on supervised release.

Possession of child pornography involving a prepubescent minor or a minor who has not reached the age of 12 is a Class C felony under federal law. The maximum prison sentence is 20 years and carries the possibility of spending life on supervised release.

Receipt and distribution of child pornography carries a prison sentence of five to 20 years.

Scott County Sheriff’s Deputies also took into custody, Chad Nicholas Kembel, 38; Alan Dennis Simmons, 34; and Alexander William Butterfield, 32.

Kembel is charged with two counts of sex offender registration violation-second or subsequent offense. Each charge is a Class D felony under Iowa law that carries a prison sentence of five years.

According to the arrest affidavit filed by Scott County Sheriff’s Detective Sgt. Joshua Wall, Kembel allowed Simmons to register and live at the Dixwell Court home, which is owned by Kembel’s father. However, Kembel failed to register Simmons as another resident in the home. Additionally, Kembel did not register a Facebook account he has under the name of “Zack Williams.”

While sex offenders are allowed to have social media profiles, those profiles must be registered.

According to the arrest affidavit for Simmons filed by Scott County Sheriff’s Deputy Hunter Murray, Simmons was in possession of an iPhone that he had not registered with the sex offender registry.

Simmons is charged with one count of sex offender registration violation-first offense, an aggravated misdemeanor that carries a prison sentence of two years.

Butterfield is facing five counts of sex offender registration violation-second or subsequent offense. Each charge is a Class D felony.

According to the arrest affidavits filed by Scott County Sheriff’s Investigator Ethan Rolling, Butterfield’s electronic devices were seized during the execution of the search warrant.

There were numerous accounts for various services on Butterfield’s devices. On one where the service provider is purenudism.com, he had usernames of Nude4life2020, LykosAimatos, DeathlyKaotic, KaoticDeath411, CaoticDeath, Livefree411, and MatomenoFengari.

On a video gaming service provider, Butterfield had account usernames of Miroku411 and AlphaWolfSkyPapa.

On Snapchat, he had an account with the username Miroku411, while on Kik Messenger, he had an account with the username grima411. On a video gaming service provider called Steam, he had an account under the username Mirokumaiytery.

None of Butterfield’s accounts with the service providers were registered as required by Iowa’s Sex Offender Registry statutes.

Each of the men has a preliminary hearing on their respective charges scheduled for Friday in Scott County District Court. Each is free on bond pending trial.
