NEW DELHI: Delhi High Court has set up a panel to inspect safety standards in city schools to ensure that students are not subjected to any crime.
A bench of Chief Justice S C Sharma and Justice Sanjeev Narula, in a recent order, constituted a Child Safety Monitoring Committee (CSMC) to ensure steps outlined in a Delhi government 2017 circular in this regard are enforced and monitored, while hearing a case relating to a three-year-old girl who was sexually assaulted by a school cleaner in Panchsheel Enclave in August.
“The CSMC headed by the Chairperson is assigned the job of inspecting the schools in Delhi in respect of minimum standards of school safety and other ancillary matters related to the issue. The CSMC is granted six months’ time to submit a report in the matter. The time of the CSMC shall also be extendable in case the CSMC is not able to submit a report within six months,” the bench noted, taking suo moto cognizance of a TOI report on the incident.
The bench acted on the suggestion of Delhi government’s standing counsel Santosh Tripathi, after examining the government’s reply in response to the court initiated PIL.
The panel will be headed by a former legal services officer R M Sharma with Ranjana Prasad of Delhi Commission for Protection of Child Rights and advocate Maini Brar as members, said the court, directing the chief secretary to provide all necessary facilities to the panel “in order to monitor and carry out inspections in various schools in respect of school safety and other matters”.
Earlier, asserting its “zero tolerance policy” towards such incidents, Delhi government informed HC that an FIR was registered under various sections of the Indian Penal Code and the Protection of Children from Sexual Offences Act in the incident.
In a status report, the SHO concerned had submitted that the accused was arrested on August 3 and sent to judicial custody. Directorate of Education contended it has issued various circulars and guidelines to schools regarding safety and security of students. DOE said the accused’s services have been terminated and police verification of all school staff has been mandated.
The school was in violation of the safety guidelines and a show-cause notice has been issued, DoE said, adding that to ensure students’ safety, CCTVs have been installed CCTVs in 651 schools, out of 728, but livestreaming has not been started till date as SOPs for this are yet to be finalised.
