EDWARDSVILLE — A Troy man was indicted Thursday in the Sept. 13 death of his mother, a well-known Edwardsville waitress.
Neil A. Howard, 44, was indicted on two counts of first-degree murder in the death of Norma J. Caraker.
Caraker, 60, was found dead in their home at about 1:30 a.m. Sept. 13 after police were called to perform a welfare check. They were met at the door by Howard, who was taken into custody without incident.
She was a waitress at Sgt. Pepper’s Cafe in Edwardsville and the widow of the late Charles “Tom” Caraker Sr., a long-time businessman and city official in Troy, who served as mayor from 1997 to 2013.
Howard has an extensive criminal record, with multiple arrests and convictions for domestic battery and related crimes in Madison, St. Clair and Monroe counties.
In an unrelated case, an Alton man was indicted for failure to register as a sex offender and stealing from a church.
Jeffrey A. Hollenback, 38, was indicted for failure to register as a sex offender (second subsequent offense) and theft over $500 from a place of worship, both Class 2 felonies and criminal damage to property over $500, a Class 3 felony. The charges appeared on two separate indictments.
All charges were originally presented by the Alton Police Department.
According to court documents, on Sept. 29 Hollenback failed to register with the Alton Police Department.
He has a prior conviction for aggravated sexual abuse out of Madison County and is listed on the Illinois State Police sex offender database as a sexual predator. The victim was 68 at the time of the offense, and he was 34.
According to the indictment, on Jan. 23 Hollenback allegedly took an air conditioning unit valued in excess of $500 from the Main Street Baptist Church in Alton and damaged the church property while stealing it.
Danny L. Cope, 30, of Alton, was indicted for burglary, a Class 2 felony; unlawful possession of methamphetamine, a Class 3 felony; and criminal damage to property over $500, a Class 4 felony.
The drug charge, and the burglary and property damage charges, were on different indictments, all originally presented by the Alton Police Department.
According to court documents, on Aug. 24 Cope allegedly entered a garage in the 600 block of Milton Road to commit theft and caused in excess of $500 damage to a garage door and lock.
In the second indictment, Cope allegedly had less than five grams of methamphetamine.
These individuals have only been charged and remain innocent until proven guilty in a court of law. All charges may not be reported.
