Position Summary: The primary purpose of this position is to serve as the principal advisor and technical expert leading Information Technology (IT) matters, technical and otherwise, involving the security of information systems and ensuring the confidentiality, integrity and availability of systems, networks and data.



-Serves as the principal advisor on all IT matters, technical and otherwise, involving the security of information systems under their purview.

-Performs duties as the technical expert for IT systems analysis and implementation in conjunction with the following AF and DoD principles and policies: (1) Department Of Defense (DOD) Joint Special Access Program (SAP) Implementation Guide (JSIG), (2) Risk Management Framework, and (3) Systems Life Cycle Management.

-Leads the review of Information Technology (IT) programs to assess overall compliance with DoD and AF IT plans and policies and alignment with business requirements.

-Leads network incident response and reporting on multi-classification networks (e.g. NIPRNet, SIPRNet, etc.) within AFRL Rome Research Site and contractor Special Access Program Facilities (SAPFs) in accordance with HQ AFRL, HQ AFMC, HQ AF and other DoD procedures.

-Provides policy oversight to AFRL Rome Research Site program managers and Contractor Program Security Officers (CPSOs) with access to Special Access Program (SAP) information technology systems in implementing information technology security technologies.

SPECIALIZED EXPERIENCE:  At least one (1) year of specialized experience at the next lower grade (GS-12) or equivalent.  Specialized experience must include ensuring the confidentiality, integrity, and availability of systems, networks, and data through the planning, analysis, development, implementation, maintenance, and/or enhancement of information systems security programs, policies, procedures, and/or tools.

TIME-IN-GRADE (TIG) Restrictions for GS Positions:  Applicants must have served at least 52 weeks at the GS-12 or higher grade within the Federal Civil Service (or equivalent in an alternate pay system) to be considered for (referral).  The purpose of TIG restrictions is to prevent excessively rapid promotions in competitive service GS positions and to protect competitive principles.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.  You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

  1. Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
  2. This position may be required to work other than normal duty hours.
  3. The incumbent must obtain and maintain a Top Secret security clearance and may be required to take a polygraph.
  4. This may or may not be a testing designated position.  The incumbent may be subject to pre-employment drug testing as a condition of employment and participation in random drug testing.
  5. Information Assurance Certification is a condition of employment. This position includes information assurance (IA) work as a paramount duty requirement. Per DoD 8570.01-M, the incumbent of this position must achieve the appropriate IA certification within six months of assignment of these duties. A waiver of this six month requirement maybe granted per DoD 8570.01-M, C3.2.4.2 or C3.2.4.3. Failure to receive the proper IA certification may result in removal from this position.
  6. This position meets the computer professional exemption criteria for the Fair Labor Standards Act (5 CFR 551.210).
