This position is located in the 

Small Business Administration, Office of Capital Access, Office of Financial Program Operations 

with a duty location in 

Birmingham, Alabama. 

The incumbent serves as an Information Technology Specialist performing the full range of administering, developing, delivering and supporting information technology (IT) systems and services involving the most complex projects and programs within the assigned Office of Financial Program Operations (OFPO) and is physically located at the Office of Financial Program Operations Center. The Office of Financial Program Operations has several Centers across the United States which are tasked with the origination, servicing and loan resolution of 7(a), 504 and disaster loans. 

The full performance level 

of this position is a GS-13. 

Duties 

Reviews and evaluates problem areas and designs appropriate, efficient, and cost effective solutions to reduce repetitive human functions and improve information availability in the office by applying the appropriate technology, e.g., software development, microcomputers, telecommunications, client server, and Internet-based systems and interfaces with the agency mainframe and planned successor systems. 

Plans, designs, develops, tests, and implements local applications for the Center, e.g., utility programs, databases, tracking systems, usage systems, cost-benefit analysis systems, menu-driven databases with user interface commands, data input validation tables, and electronic services related to the Internet using modern industry and agency accepted technologies like MS SQL Server, Visual Studio, Team Foundation Studio, IIS, T-SQL, C#, ASP.NET, JavaScript, AJAX, XML, CSS, and ADO.NET. 

Serves as a technical representative to the Center managers and staff in configuring and using information technology. 

Develops software applications for use in the Center within the limits established by Agency procedures. 

Upgrades equipment, installs new software, and interprets or explains technical changes or new policies to the Center staff. 

Conducts presentations, technical briefings, training, demonstrations, coaching etc., on standard office automation products to all levels of personnel.

SPECIALIZED EXPERIENCE 

: 

One year of specialized experience (equivalent to at least the GS-12 grade level in the Federal service) obtained in either the private or public sector. Specialized experience is experience that has equipped the applicant with the particular knowledge, skills and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. Such experience is typically gained in the IT field or through the performance of work where the primary concern is IT. 

Qualifying experience for this position may include but is not limited to performing duties such as:

developing software applications for web-based platforms, developing automated processes and procedures for gathering and analyzing data, configuring automated production and metrics reports, and developing and conducting information technology training in an office environment.
