The position is located in the Office of Information Technology (OIT), Court Services and Offender Supervision Agency (CSOSA) for the District of Columbia. Working in close collaboration with the criminal justice system and the community, the agency is responsible for creating and maintaining a coherent and effective program that increases public safety, prevents crime, reduces recidivism, and supports the fair administration of justice. OIT is responsible for providing information technology services to support the mission requirements of CSOSA. Organizational functions of OIT include development, delivery and management of a wide range of information products and services including applications, networking and telecommunications technologies. Customer Support team is responsible for user support functions for all information technology systems and services provided to CSOSA.

The position requires mastery of telecommunications technologies, system capabilities, equipment operating characteristics, system components, administration techniques and skills to apply advanced Information Technology principles and practices sufficient to install, upgrade, and manage Cisco switches and Routers (4500,6500,7609), Cisco Wirless AP / Controller networks, Juniper Netscreen Firewalls (50,208,SSG550),Cisco ACS server, IDS/IPS systems(BlueCoat) and Appliansys DNS servers. Manage and configure MS Windows 2003, 2008 Server farm systems as the core component operating system in a production environment.
Manage WAN communications (MPLS, point to point, T1, DS3 circuits), monitor and report network performance using network tools (Fluke VPM /APA systems, Wireshark network sniffer, IPMonitor).
Analyzes, designs, develops, customizes, and implements a wide range of complex hardware and software to support large-scale Local Area Network/Wide Area Network systems including protocols, simple mail transfer protocol (SMTP) management systems, and other network servers that support extensive operations.
Leads quick-response teams in responding to customer service problems resulting from catastrophic events, such as equipment failure or power outages. Consults with other experts in other specialty areas to develop integrated action plans. Issues technical bulletins via the intranet to inform customers of problems and to instruct them in taking necessary actions. Develops and updates customer policies and procedures to ensure appropriate responses to future incidents of a similar nature. Plans and coordinates actions with interagency infrastructure protection groups to ensure an integrated response to problems of a potentially extensive nature.
Manage, VoIP, and/or unified communications (UC) Tier II/Tier III support. Leads the VoIP support team and supervises VoIP incident troubleshooting, problem analysis, repair and reconfiguration. Reviews, evaluates, and supports VoIP change requests for new or reconfigured VoIP network services. Leads technical integration and testing efforts; plans, schedules and supervises VoIP hardware and software installations and upgrades. Coordinates with other service managers, customers, user representatives, and remote sites to provide effective Tier II support services. Requires knowledge of Open Systems Interconnection (OSI) Layers 2 through 4, and of Information Technology Infrastructure Library (ITIL) incident, problem, change, and availability management. Develops recommendations for improving the VoIP network infrastructure.
Develops and manages Sharepoint and Structured Query Language Server system.

Performs work such as identifying and controlling all Local Area Network hardware and software configurations, and developing technical standards and procedures for LAN development, implementation, and management.

Establishes performance management metrics and evaluates overall Local Area Network performance against relevant standards.
Participates in projects to prototype and pilot new system concepts and enhancements. Identifies problems and specific issues, and conducts feasibility studies for enhancements and modifications to Local Area Networks.

Plans, develops, and manages Juniper Netscreen Firewall systems with substantive national telecommunications systems and/or programs.

Coordinates services and equipment, considering the alternatives and associated costs and benefits.

As a recognized technical expert, exercises broad latitude in developing policies and guidelines for customer support services.

Plans and manages complex IT projects involving interrelated disciplines and multiple stages of the systems development lifecycle. For example, manages Information Technology projects for an agency, and aligns the Information Technology infrastructure with agency business requirements.
Integrates systems analysis, software development, database administration, and customer support into the project plan.
Identifies customer information systems requirements, and develops project estimates, schedules, and contingency plans.
