King County Information Technology (KCIT) is seeking a dynamic leader to join our department as a Production Operations Platforms Manager.  This strategic manager, will lead System Engineers and Database Analysts responsible for a subset of King County infrastructure, focusing on providing Level 2 support on premise and in the Cloud for Enterprise software products, Database Administration, and Platform as a Service functions.

This leadership position will have authority and accountability for personnel, project, operations, budget, establishing service rates, SLA’s, metrics, and the strategic direction of the services. The managers will work with business customers, senior leadership, IT Service Delivery Managers, cross-departmental teams, and highly technical staff to deliver solutions that meet strategic needs.

As a senior member of the team, qualified candidates must be knowledgeable about how organizations operate and be capable of working collaboratively and maneuvering through complex situations effectively getting things done both through formal and informal channels. Dedicated to meeting the expectations of customers, this leader must be capable of marshaling resources (people, funding, support) to get things accomplished, anticipating and adjusting for problems and roadblocks.

 Job Duties:
  • Platform Service Manager responsible for overseeing a work group within Production Operations with an Operating Budget of approximately $3 Million.
  • Oversee and manage operations and performance of a work group that supports KCIT enterprise and department services in the areas of: Product Administration, Database and Platform as a Service disciplines, both on premise and in the Cloud (AWS).
  • Lead and mentor staff of 8-15 FTE’s, composed of multi-disciplined engineers, database administrators and other technical personnel.
  • Set objectives/goals for team.  Manage, monitor, and report performance. Conduct periodic performance appraisals, provide coaching / feedback, and related personnel management.
  • Report on KCIT enterprise service availability metrics as required by service commitment.
  • Act as a primary escalation point and respond to critical outages and production related issues 24/7 to ensure that enterprise services uptime requirements are consistently met or exceeded.
  • Participate with the other Production Operations Managers in After Hours Support escalation.
  • Engage, interact, and manage customer relationships to ensure expectations are well defined, met/exceeded, and clearly communicated. Ensure prompt, complete, and clear customer communication.
  • Provide consultation. Work with internal and external customers to identify and develop strategies to meet project goals and objectives, make recommendations, and determine resources needed to implement and operate solutions which are consistent with the County’s overall information technology strategic plan and system requirements.
  • Manage vendor relationships. Conduct RFQ/RFI, develop RFP and control selection process, manage contract process for all project deliverables and manage vendor performance. Develop deployment plans and strategies and successfully deploy. Define and approve vendor deliverables as applicable. Manage budgets and budgeting practices, communication, and documentation.
  • Review and refine support documentation, processes, and procedures; specifically standards and practices documentation, troubleshooting and restoration process, as well as change, modification and monitoring procedures.
  • Develop information technology policies, procedures, and security plan; ensure assigned work group is in compliance with County technology standards and policies.
  • Analyze and evaluate new software and hardware technology and products, and make recommendations on changes in software, hardware or products.
  • Participate in the development and administration of information technology annual budget for assigned work area.
  • Deliver and provide technical and non-technical presentations, proposals, and briefings.
  • Work towards achieving 3% year-over-year efficiencies in assigned areas
  • Perform other duties as assigned.
 Experience, Qualifications, Knowledge, Skills:
  • At least 3 years of experience in a senior IT leadership role, overseeing the development and maintenance of systems according to Enterprise Architecture standards and policies.
  • At least 3 years of experience supervising technical staff and/or supervisors, setting performance expectations, developing performance measures, conducting performance evaluation, providing coaching and feedback, giving performance appraisals and administering discipline.
  • At least 3 years demonstrated experience in one or more of the following areas: Servers, Storage, Product Administration, Database management, Cloud Management.
  • Knowledge and demonstrated experience managing annual budgets in excess of $1 million.
  • Experience in leading vendor procurement activities, and managing vendor performance and compliance with contracted deliverables during an IT project.
  • Knowledge of project management principles and techniques.
  • Demonstrated ability in establishing and maintaining effective relationships with customers, building trust and rapport, gaining respect.
  • Ability to develop and oversee implementation of work plans with competing project priorities, anticipating and adjusting for problems and roadblocks. Manages the work and sets priorities in a well-planned and organized manner.
  • Demonstrated ability to make good decisions about how potential ideas will play out based upon a mixture of analysis, wisdom, experience and judgment.
  • Ability to work collaboratively, maneuvering through complex situations effectively getting things done both through formal and informal channels
  • Demonstrated ability to correspond verbally and in writing to customers and coworkers at all levels. Ability to clearly articulate technical issues to a wide audience of business leaders, IT professionals, and non-technical personnel in a manner that is understandable to all.
  • Ability to read situations quickly, stepping up to conflicts utilizing rigorous logic and methods to solve difficult problems with effective solutions.
  • Ability to take an unpopular stand if necessary. Can decide and act without having total picture and is looked to for direction in a crisis.

 Supplemental Information:
NECESSARY SPECIAL QUALIFICATIONS: The candidate selected for this position will be required to pass a background investigation including fingerprinting.

PHYSICAL REQUIREMENTS: The work environment is indoors in a general office environment with minimal exposure to health and safety hazards.
