Salary Range: $51,000.00 – $124,809.00 Annually

This position is located in the Information Security Office (ISO) within the Information Technology section of Department of Public Safety. The IT Security Specialist will be responsible for data privacy and compliance, risk management, standards, best practices, policies and procedures and short and long term goal planning with the intent of ensuring the safeguarding of information throughout all phases of a systems life cycle. The candidate will also be responsible for developing and presenting training materials and guidelines to end users. The candidate must have the ability to work with all levels in an organization. This position also serves as a backup for other ISO staff.

*Collaborate with others to create strategic plans for accomplishing objectives.
*Identify opportunities for improvement based on regulatory or industry specific changes.
*Research and analyze new state laws and federal regulations as well as other sources of information to keep current; produce summaries and / or action plans for updated regulations, ensuring new requirements are applied.
*Responsible for training new and existing employees in the area of compliance and cyber security.
*Identify compliance risks and manage them by providing advice and monitoring.
*Review, document and help to mitigate security breaches.
*Proactively protect the integrity, confidentiality, and availability of information in the custody of or processed by the Department of Public Safety.
*Participates in providing 24 x 7 security services support as necessary.
*Consults with DPS staff to evaluate, select, install and configure hardware and software systems that provides appropriate security functions.
*Assist resource owners and MIS staff in understanding and responding to security audit failures reported by internal and external audit departments.
*Keeps skills current on emerging security threats by monitoring security mailing lists and newsgroups (CERT, CIAC, etc.).
*Provides support and performs job functions related to other security related functions in the Information Security Office.

*Understanding of Confidentiality, Integrity and Availability (CIA) as it pertains to security in complex environments:
*Confidentiality – protecting data from unauthorized access.
*Integrity – ensuring data is as it was or should be.
Availability – ensuring systems, data and networks are up and redundant where needed.

Technical Solution Development:
*Methodologies of authentication and authorization
*Work within own specialty with ability to integrate and coordinate elements of that specialty. *Independently apply technical judgment to work assignments to achieve desired outcome.

Technical Support:
*Serve as a resource in resolving problems with customers/clients.
*Solicit relevant information from customer in order to solve, document and effectively communicate solution.

Advising / Consulting:
*Act as technical resource to others within work specialty.
*Determine client/ management needs and effectively communicate that information.

Knowledge, Skills and Abilities / Competencies
Qualified applicants must possess and application must clearly reflect work experience that demonstrates the following:

*Experience working in a regulated environment with knowledge of Federal and State regulatory requirements regarding handling of confidential, sensitive and personal data.
*Experience training employees in a privacy/regulatory environment handling sensitive data.
*Proficient in MS Word and Excel.
*Excellent writing and communication skills are a must.
*Attention to detail is a must.
*Ability to work in fast paced environment.
*Excellent problem solving skills.

Management preferences:
*Knowledge of one or more compliance areas (i.e. NIST- National Institute of Standards and Technology, PCI-Payment Card Industry, PII- Personal Identifiable Information, HIPAA-Health Insurance Portability and Accountability Act, FERPA-Family Educational Rights and Privacy Act).
*Knowledge of Business Continuity Plans/Disaster Recovery Plans in regulatory environment.
*Basic network knowledge.

Minimum Education and Experience Requirements
Bachelor s degree in Computer Science, Computer Engineering or an Information Security degree or closely related field from an appropriately accredited institution; or Bachelor s degree from an appropriately accredited institution and one year of experience in IT Security or closely related area; or an Associate s degree in Information Systems Security from an appropriately accredited institution and two years of experience in IT Security or closely related area; or an equivalent combination of education and experience.
