The selectee for this position will serve as a IT Specialist INFOSEC) in the Network Forensic Work Center in the Cyber Forensic Division located in the Operations Division of NAVY CYBER DEFENSE OPERATIONS COMMAND.
This announcement is being used to recruit qualified individuals, under the Office of Personnel Management (OPM) Direct Hire Authority, authorized by 5 United States Code (U.S.C.), Section 3304 and 5 Code of Federal Regulations (CFR) Part 337, Subpart B. The successful selectee will perform the following duties:
- Identify systemic and application-specific to security threats, tactical and administrative systems ensuring proactive mitigation and network readiness.
- Provide advice on complex problems in computer information security equipment.
- Provide direction in the development of standard procedures and automated processes for implementing solutions within Navy networks.
- Oversee processing of all Navy intrusions from detection to resolution maintaining database integrity.
- Use digital network security devices, appliances and tools such as (IPS, IDS, SIEM applications and firewall /router devices.
- Manage IT training programs for both military and civilian employees.
- Occasional Travel

Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: (1) Experience applying Computer Network Defense (CND), system security principles and concepts in order to evaluate the effectiveness of future and installed Computer Network Defense (CND) security systems. (2) Experience providing advice and solutions for a wide range of CND issues involving multiple IT disciplines and inter-related platforms. (3) Experience developing new standards, methods, and techniques for network forensics processing and investigative analysis procedures related to threat analysis. (4) Experience managing IT System training programs for multiple groups of military and civilian employees.
Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: (1)Experience applying Computer Network Defense (CND), system security principles and concepts in order to evaluate the effectiveness of future and installed Computer Network Defense (CND) security systems. (2) Experience implementing security intrusion principles and concepts in order to maintaining joint level reporting database integrity. (3)Experience providing advice and solutions for a wide range of CND issues involving multiple IT disciplines and inter-related platforms. (4)Experience interpreting multiple Navy and DOD policies and standards related to enterprise CND, computer equipment evaluation techniques, AIS security and hardware/software integration.

This position has been designated as a Cyber IT/Cybersecurity Workforce position in specialty area (51) and as a condition of employment incumbents of the position are required to comply with the DON Cyber IT/CSWF Program requirements of SECNAV M-5239.2, which include:
Earn and maintain appropriate credentials from the Cyber IT/CSWF Qualification Matrix (described in SECNAV M-5239.2) associated with the specialty area and level commensurate with the scope of major assigned duties for the position to which you are assigned, and;
Participate in a continuous learning program as described in SECNAVINST 1543.2. A minimum of 40 hours of Cyber IT/CSWF related continuous learning annually documented in a current individual development plan signed by both the employee and supervisor.
Must be able to obtain an interim and/or final Top Secret SCI security clearance prior to entrance on duty AND must be able to maintain the required level of clearance while employed in the subject position. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
Successful completion of a pre-employment drug test is required. A tentative offer of employment will be rescinded if the applicant fails to report to the scheduled drug test appointment. Incumbents of drug testing designated positions will be subject to random testing. Drug test results will be provided to the employing activity/command.
