The text of the following statement was released by the Governments of the United States of America and Paraguay on the occasion of Under Secretary Jose W. Fernandez’s November 9-10 visit to Asunción.

On November 9, 2023, Under Secretary of State for Economic Growth, Energy, and the Environment Jose W. Fernandez met with Minister for Information and Communications Technology Gustavo Villate to discuss U.S.-Paraguay cybersecurity and digital cooperation.

Building on their close ties and partnership, the two delegations shared their concern over the threat posed by state and non-state actors in cyberspace.  The two sides agreed to further strengthen cooperation to prevent, disrupt, and respond to threats. 

On digital issues, both countries recognized the importance of building a trusted, resilient, and secure digital ecosystem.  This includes ensuring that information and communications technology companies are focused on protecting privacy, intellectual property rights, and human rights.

Both governments agreed to promote an open, interoperable, secure, and reliable Internet in order to enable people to safely and openly engage online, reliably receive critical services and information from their governments, exercise their human rights and fundamental freedoms, and drive inclusive economic growth.  The U.S. government will work with Paraguay on ways to attain its digital infrastructure goals. 

We will continue strengthening cooperation to build a more secure, resilient region and address shared threats in cyberspace.  We will seek to broaden this collaboration by including like-minded partners in these efforts.
