Arraignment of a 48-year-old woman — who was accused in 2013 of offering topless barbering services in Johnstown and Loveland — is slated for Sept. 9 in Boulder County.
Suzette Hall, also known as Suzette Dawe, was arrested by Longmont police in May after officers executed a search warrant at a business in Longmont, according to an arrest report. She is charged with unlicensed barbershop and unauthorized massage parlor, Boulder County District Attorney’s Office spokeswoman Catherine Olguin said.
Longmont police have been investigating Hall since at least 2008, when she was allegedly practicing manicures and makeup services without a license and again in 2013 over a report that she bounced checks to pay for chair rental at a salon on the 2200 block of Main Street.
Earlier in January 2016, Longmont Detective Stephen Desmond received several calls regarding Hall, one from someone who thought she was running a prostitution ring at Five Star Hair and Company at 2051 Terry St., Suite No. 4, according to an arrest report.
Investigators discovered a website that advertised an escort service in Longmont with revealing pictures of who was believed to be Hall and two employees.
On May 15, Division of Regulatory Affairs investigators and several Longmont detectives visited Hall at her business and found her “vacuuming in the back.”
Hall told them she was only running the business and was subleasing booths to licensed massage therapists that she suspected she’d never see again because “they owe her money and now doubts they have licenses.” She said she herself was not doing massages, hair or nails.
Used condoms, soiled sheets, women’s underwear, cash, ointments, hair products, wax, a CD titled “Tantric Sexuality” and other items were found as evidence inside the business.
In Desmond’s report, he said it is Hall’s third offense for practicing cosmetology and her first for practicing massages without a license.
According to previous reports, Hall has nine previous felony convictions, including several for identity theft, motor vehicle theft, felony theft, and possession of a weapon by a previous offender. She also has a misdemeanor record.
She is currently free on a $5,000 bond.
