Measure aims to bolster school safety | News | #schoolsaftey

Saving money and keeping Rogers County citizens safe was on the agenda Monday morning as County Commissioners approved first spending action and interlocal agreements under the new yet temporary 2023-2024 fiscal year budget.

The stopgap, temporary budget intended to keep county operations funded in lieu of an approved permanent county budget for the new fiscal year received approval during a July 5 emergency meeting.

Emergency Management Director Scottie Stokes recommended the Board to enter a $14,250 contract with Genasys to provide for the county’s emergency alert system. The Commissioners unanimously agreed. The reason for the change was a cost savings due to a price increase from the previous provider CodeRED. The county emergency alert system provides time-sensitive warnings during times of storms and other threats.

The big-ticket item on the agenda was paying “blanket purchase orders” for the month, totaling $408,440. These POs pay long-term and ongoing costs for materials, supplies, parts, groceries and prescriptions.

Upon approval of the blanket PO agenda item, County Clerk Jeanne Heidlage made a verbal observation: “We are back in business.”

On District 2 Commissioner Steve Hendrix’s recommendation, the county once again approved the Heritage Hills Interlocal Agreement providing $125,000 for annual operation of the public golf course. The course is located at 3140 Tee Drive off Clubhouse Road.

Also on the agenda were interlocal agreements with 10 county school districts, which allow county commissioners to legally partner on projects that benefit county citizens within their district.

In related action, the commissioners approved contracts for “provision of a school resource officer” for eight county schools. Some county sheriff officers are already actively involved with this school safety and education project. Schools named in this action are Catoosa, Chelsea, Foyil, Justus-Tiawah, Oologah, Sequoyah, Verdigris and Inola.

The action came about due to the passage of Oklahoma State House Bill 2903, signed into law May 25, which created a “three-year pilot program known as the School Resource Officer Program.” According to the bill’s language, the newly legislated program will receive funding for physical security enhancements, hiring of resource officers, training, cameras, gates, lighting, locks, doors, windows, security geofencing and ballistic storm shelters. The state appropriated up to $50 million divided equally among the school districts.

Commissioner Ron Burrows estimated each school would be receiving around $90,000 this year.

Two utility permits were approved: District 2, Rural Water District 3 will be crossing South 4100 Road approximately one mile south of East 430 Road; District 1, Oklahoma Natural Gas will be crossing South Hisaw Drive, northeast of the State Highway 66 and 88 junction.

Commissioner Dan DeLozier said ONG will be boring under the road.

Monday’s meeting also included four public hearings for zoning change applications. Upon recommendation from the County Planning and Zoning Board, commissioners took approval action on two in District 2, one in District 1 and one in District 3.

Keetonville Hill commuters in District 2 will have something new to look at on their daily drive, as the commissioners approved Ogden Resources of Oklahoma, LLC’s application for a C-2 (commercial community shopping district) to C-4 (commercial central service district) zoning on a 450-square-foot tract to accommodate a new billboard at 4728 East Highway 20.

Gidget Lorett, 1965 East 400 Road, Oologah, District 2, received a zoning change from agricultural to agricultural-resident (AR) on a 10-acre area and to residential 40,000 square feet (RS-40) on a 1.09-acre area. The parent tract is 158 acres. The rezoning will allow for a residential lot split. Commissioners learned the water district had approved a retap on one partial but owner would be responsible for additional water lines.

In District 1, Meadows Investment, LLC, received Board approval to rezone a tract of land at 18583 South Highway 66 , Claremore, from commercial community shopping district (C2) and agricultural-residential (AR) to commercial central service district (C-4) to accommodate a car lot and sales.

In District 3, the Davis family making application through Mark Ramsey, attorney, received approval to change zoning on a 10-acre tract of land at 27800 South 4180 Road, from agricultural to agricultural-residential for a residential lot split.

The cooperative City of Claremore-Rogers County Metropolitan Area Planning Commission meets twice monthly on the first and third Tuesday of each month at 4 p.m. in the Claremore City Council Chambers.
