US secretary of state Antony Blinken was preparing for a high-stakes trip to China last June. Relations between the superpowers had taken a turn for the worse. Nancy Pelosi, then the speaker of the US House of Representatives, had enraged Beijing by making a diplomatic visit to Taiwan. Blinken had cancelled his previous trip when a Chinese spy balloon was discovered and shot down over US airspace.

The summer sojourn, where America’s top diplomat was set to meet president Xi Jinping and other top officials, was billed as a first step to resetting the relationship.

A week before Blinken set off for Beijing, however, a state department cybersecurity analyst uncovered strange log-in activity. The government alerted Microsoft, whose Azure cloud arm handles the communications
