STAMFORD — A Bridgeport woman arranged for a Stamford man to pay for sex with various juveniles on multiple separate occasions, according to warrants for their arrest.
Teresa Martinez, 36, and Eugene Luini, 60, were both arraigned at state Superior Court in Stamford on Tuesday afternoon on charges connected to alleged juvenile sex trafficking in Norwalk.

At their arraignments, Assistant State’s Attorney Margaret Moscati outlined how Martinez, also known as “Tecca,” had prostituted multiple underage girls to Luini over the course of two months in 2020.
In the warrant, the juveniles detail many different encounters with Luini at the Doubletree Hotel in Norwalk.
The Doubletree general manager did not immediately respond to a request for comment Tuesday.
The juveniles described Luini, who was convicted in New York for first-degree rape of someone under 11 years old, first-degree sodomy and soliciting a prostitute, as “really aggressive” and verbally abusive, according to the warrant.
In her interview with police, Martinez told police that she originally met Luini while working as a prostitute herself, her warrant said. But, after meeting with him a couple times, Luini began asking for “a young girl,” according to the warrant.
English wrote that Martinez admitted bringing three separate juveniles to meet with Luini, though she claimed two never had sex with him and the other one never told her what happened in the hotel room.
Sometimes Martinez would drive the juveniles to the Doubletree Hotel in Norwalk herself, other times she would pay for a cab, English wrote in her warrant.
One of the juveniles claimed Martinez would often go through her phone’s contact list for the numbers of other underage girls whom she could exploit.
Detectives began investigating Martinez and Luini in January 2021, when the state Department of Children and Families received an anonymous tip regarding sex trafficking of juveniles in Norwalk, Norwalk Deputy Police Chief Terry Blake said in a release Monday.
Martinez and Luini were arrested on Monday and charged with commercial sex abuse of a minor and risk of injury to a minor. In addition, Martinez was also charged with trafficking in persons.
Martinez and Luini each had their bonds of $1.5 million upheld by Judge Bruce P. Hudock at their arraignments on Tuesday.
Both had their cases transferred to the Part A docket, where the district’s most serious cases are heard.
Norwalk police said the case is still under active investigation by the department’s Special Victims Unit.
