Senior IT Project Manager

Will be using expert, specialized knowledge, experience, and expertise in IT project management methodology and client Financial and Accounting systems

Specific duties include:
a) Day to day Interaction with senior and midlevel managers of client business units, project stakeholders and consultants
b) Excellent written communication skills will be essential for documentation of the project, as well as in communicating various issues and meeting the customer’s expectations
c) Excellent verbal communications skills and clear, logical thought processes are essential to effectively lead a diverse team of IT professionals and technically-oriented customers
d) Working with the business stakeholders, fulfill the business needs with the systems integration and implementation effort
e) Using business requirements, leading the team in the definition and documentation of system functional specifications
f) Coordinating system requirements documentation
g) Organizing and coordinating the participation of user groups and other project support staff
h) Establishing user interest, support and acceptance for the project
i) Soliciting the involvement of the stakeholders and other users in the creation and review of project deliverables
j) Creating the required project documentation as specified by the Information Technology Division PMO
k) Updating and maintaining the project work breakdown structure, requirements matrix and stakeholder matrices
l) Updating and maintaining the project issues log, risk log, and develop risk mitigation strategies
m) Updating and maintaining detailed project work plans using the standard ITD project management tools (Sparx Enterprise Architect, Microsoft Project, MS Visio and MS Office)
n) Updating and maintaining project Work Breakdown Structures, resource plans, work schedules and budgets
o) Updating and maintaining project change control and issue/risk resolution processes and logs
p) Identifying, documenting and evangelizing any changes to the project scope, schedule or budget
q) Maintaining open channels of communication between project teams, Subject Matter Experts, Stakeholders, and management.
Deliverables to include:
Working with client Subject Matter Experts and Project Teams, the Contractor will be responsible for the creation, maintenance and submission of such Project Management deliverables as:
a) Maintenance of Project Charters
b) Maintenance of Business Requirements Documents
c) Maintenance of Requirements Matrixes
d) Creation and maintenance of Project Management plans
e) Creation and maintenance of Work Breakdown Structures
f) Creation and maintenance of Project Baselines
g) Creation and maintenance of Communication plans
h) Creation and maintenance of System Interface Requirements
i) Creation and maintenance of Data Conversion plans
j) Creation and maintenance of Test plans
k) Creation and maintenance of Implementation plans
l) Creation and maintenance of Deployment plans
m) Creation and maintenance of Implementation Cutover and Rollback plans
n) Creation and maintenance of User Acceptance Test plans
o) Creation and maintenance of Training plans
p) Creation and maintenance of all Project Work plans and Work schedules
q) Creation and maintenance of project budget projections
r) Creation and maintenance of project meeting agendas, minutes and action items
s) Creation and maintenance of weekly, monthly and quarterly project status reports
t) Other project related documentation as required by the IT Project Office Manager

Expert level, (minimum of 8 years), of direct, personal, experience in the creation and maintenance IT project deliverable PMBOK documentation, to include, at a minimum: work breakdown structures, requirements matrixes, project plans, test plans, risk/issue logs, project schedules and budget analyses
Expert level of experience, (minimum of 8 years), in estimating project task durations, costs and levels of effort
Expert level of experience in Microsoft Project 2013 software
Experienced in the use of SPARX Enterprise Architect software
Work Experience must include projects pertaining to: Years of experience Where documented in Resume
Project management experience in implementing modifications to, or integration with, client accounting, client labor and/or client timekeeping systems.
Project management experience in large-scale system integration of accounting, labor and timekeeping systems.

Desirable Knowledge, Skills and Abilities Years of experience
Knowledge of WA State OCIO Information Technology standards, policies and guidelines.
Skilled in the use of Unified Modeling Language (UML)
