Sex offender caught ‘looking up and down body’ of underage girl in Derby street | #childpredator | #kidsaftey | #childsaftey


A convicted child sex offender spoke to teenage girls in Derby knowing he was forbidden from doing so by a court order. Derby Crown Court heard how Carl Potter looked one of them “up and down her body” in what she later said was “a weird way” outside a pub in Peel Street.

The 36-year-old also made “derogatory” remarks across the street to her and had downloaded social media accounts to his phone without telling his police offender manager what he was doing. Now he has been returned to prison for 10 months for his fourth breach of the sexual harm prevention order.



Recorder Graham Huston said: “What you were trying to do was ingratiate yourself within this group and that does raise alarms. This is your fourth breach of the order and you present a real risk because, within days or weeks of leaving custody, you commit other offences.”

Almas Ben-Aribia, prosecuting, said Potter was handed the order in November 2020, when he was jailed for 16 months for sexual offending. On that occasion, he made lewd comments to two teenage schoolgirls in a Lincoln street while he had his hand down his trousers.

The then-33-year-old initially approached one teenage school pupil, whom he did not know, in Monks Road and made several deeply inappropriate sexual comments. That victim was then joined by a friend, who witnessed the same comments. The incident, which took place at around 7.30am on November 25, 2019, was reported and Potter was later arrested. At the time of his arrest he denied a charge of sexual communications with a child but was found guilty at Lincoln Crown Court.

Miss Ben-Aribia, last week in Derby, said under the terms of the order, the defendant was not allowed to communicate with anyone under the age of 16 and must tell his offender manager about any social media accounts, along with usernames and passwords, that he set up.

She said after leaving jail in July 2022, he was moved to live in Peel Street where his new offences happened shortly after he arrived. Miss Ben-Aribia said: “The girl was walking along Peel Street and the defendant started making derogatory comments to her.

“She was sitting outside the pub and the defendant went to walk into the pub and apologised to her and then asked her how old she was and she said she was 14. She said he then started smiling and asked if she lived nearby.

“He then looked at her body up and down and she said his behaviour was ‘weird’. He was coming face-to-face with children who are protected by this order.”


Potter, now of no fixed address, pleaded guilty to four breaches of his sexual harm prevention order. Raglan Ashton, mitigating, said: “He has significant issues with his mental health and suffers PTSD because he was kidnapped when he was 18 by a gang and was taken against his will for a significant period of time.”

Potter’s sexual harm prevention order remains in place until further order.
