ROCK RAPIDS—A 50-year-old Rock Rapids man was arrested about 1:05 p.m. Wednesday, June 21, on charges of first-offense failure to comply with sex offender registry requirements, first-offense sex offender — area/activity violation and fugitive of justice.

The arrest of George Carson Green Jr. stemmed from him being found walking on a sidewalk on the 200 block of First Avenue in Rock Rocks and the deputy knowing he was wanted on a South Dakota warrant as a parole absconder, according to the Lyon County Sheriff’s Office.

It was discovered Green had been residing in Rock Rapids since at least June 13, having slept in the bathroom of the shelter house at Island Park.

Green is required to register as sex offender in Iowa and is subject to exclusionary zones, and the shelter house is within the 300 feet of a swimming pool and playground.

He was outside the required five-business day window to register a new address as a registered sex offender.
