The Seneca County Board of Supervisors will meet on Tuesday, June 11, to consider several key resolutions aimed at enhancing county operations and services. The agenda includes measures to boost cyber security, amend the IT budget, and address mental health needs, reflecting the board’s commitment to improving local governance and public services.

The board will discuss the acceptance of a $27,700 cyber security grant from the New York State Division of Homeland Security & Emergency Services. This grant, spanning from April 1, 2024, to August 31, 2025, aims to enhance the county’s cyber security infrastructure, ensuring the protection of its information systems through equipment, training, and planning projects. The Ways and Means Committee approved this resolution on May 28.

In addition to the cyber security grant, the board will consider amendments to the 2024 Seneca County IT Budget. The proposed changes involve reallocating $35,202 from personnel expenses (object code 101680.51100) to IT services (object code 101680.54700), aiming to better address the county’s technological needs. This amendment was also approved by the Ways and Means Committee on May 28.

The board is also set to renew a contract with Toshiba for leasing and maintaining multi-function copiers and printers. The new contract, approved by the Ways and Means Committee, is expected to save the county $3,334 annually. Additionally, a separate resolution will authorize a contract with Toshiba to transition the county’s fax lines to a secure E-Fax service, projected to save $10,008 per year over the next five years. Both resolutions were approved by the Ways and Means Committee on May 28.

A significant financial decision on the agenda is the introduction of Local Law “D” of 2024, which seeks to override the tax levy limit established by General Municipal Law §3-C for fiscal year 2025. This measure addresses the rising costs of county expenditures and unfunded state mandates. A public hearing on this proposed law is scheduled for July 9.

Furthermore, the board is expected to authorize the Finance Department to distribute $237,901.44 in mortgage tax revenue collected between October 1, 2023, and March 31, 2024, to various towns and villages within Seneca County. This resolution was reviewed and approved by the Ways and Means Committee on May 28.

In response to a mental health crisis, the board could also approve the creation of new Mental Health Clinical Therapist positions within the county’s Mental Health Department. This decision comes after a request from the Waterloo Central School District, which will contribute $40,000 towards the salaries of the new therapists. This action was reviewed and approved by the Vacancy Committee on May 14 and the Human Resources and Government Operations Committee on May 28.

The meeting will take place at the Seneca County Office Building in Waterloo, beginning at 6:00 PM. Public participation and input are encouraged as the board addresses these vital issues affecting the county.
