Two charged with failure to report as sex offenders in Madison County | #childpredator | #kidsaftey | #childsaftey


EDWARDSVILLE – An East Alton man and a Granite City man were each charged Tuesday with failing to report as sex offenders.

Ricky L. Black, 64, of East Alton, was charged with unlawful failure to report as a sex offender, a Class 3 felony.

The case was presented by the Bethalto Police Department.

According to court documents, on June 7 Black allegedly failed to notify the Bethalto Police Department of a change of address within 3 days.

According to the Illinois State Police sex offender database, Black is listed as a “noncompliant” sexual predator.

He has a prior conviction for predatory criminal sexual assault out of Utah. The victim was 12 at the time of the offense, and Black was 54.

Bail was set at $30,000.

Raven W. Gogol, 43, of Granite City, was charged with unlawful failure to register as a sex offender, a Class 3 felony.

The case was presented by the Madison County Sheriff’s Department.

According to court documents, on Aug. 5 Gogol allegedly failed to notify the Madison County Sheriff’s Department of a change of address within three days.

According to the Illinois State Police sex offender database, he has a prior conviction for sexual exploitation out of Missouri. The victim was six at the time of the offense, and Gogol was 30.

Bail was set at $25,000.

Other felony charges filed Aug. 8 by the Madison County State’s Attorney’s Office include:

• Devonte Tillman, 33, of Alton, was charged with aggravated fleeing or attempting to elude a police officer, a Class 4 felony. The case was presented by the Alton Police Department. According to court documents, on June 22 Tillman allegedly was driving a Chrysler 200S when he attempted to flee from an Alton police officer, reaching speeds in excess of 21 miles above the posted speed limit. Bail was set at $30,000.

• Blaine S. Boatright, 28, with a last known address in Collinsville, was charged with aggravated fleeing or attempting to elude a police officer, a Class 4 felony. The case was presented by the Collinsville Police Department. According to court documents, on June 23 Boatright allegedly was driving a Nissan when he attempted to flee from a Collinsville police officer, disobeying two or more traffic control devices. Bail was set at $15,000.

• Matlock Tramiel, 26, of St. Louis, was charged with aggravated fleeing or attempting to elude a police officer, a Class 4 felony, and reckless driving, a Class A misdemeanor. The case was presented by the Venice Police Department. According to court documents, on June 25 Tramiel was driving a Mazda CX-5 when he allegedly attempted to flee from Venice Police officer, reaching speeds in excess of 21 miles above the posted speed limit while driving in a reckless manner at the entrance to the McKinley Bridge. Bail was set at $30,000.

These individuals have only been charged and remain innocent until proven guilty in a court of law. All charges may not be reported.
