Cybercrime operations now blend state-backed tactics with traditional criminal methods, which creates a more complex and blurrier threat landscape, said Stan Duijf, director of high tech crime and cybercrime, Dutch National Police. Law enforcement agencies are adapting by focusing more on high-impact crimes such as ransomware, info stealers and cryptocurrency-related offenses.

Authorities are prioritizing early disruption in the ransomware kill chain. This approach targets initial access points before attackers can execute extortion or data exfiltration. International cooperation plays a central role in these endeavors, he said.

Coordinated efforts with agencies such as the FBI and NCA have led to arrests, crypto seizures and takedowns of major botnets, which are increasing operational costs for cybercriminals and reducing their success rates.

“So, cybercrime is a team sport, and we say as a team sport that we have to be persistent – and that is very important,” Duijf said.

Law enforcement also relies on structured threat intelligence including collecting, storing, analyzing and engaging with data from investigations and private sector partners. Trust and legal frameworks support this collaboration, though differences in national regulations can slow response times, he said.

In his role at Dutch National Police’s National Investigation and Interventions unit, Duijf oversees operational strategy and investigations targeting cybercrime, darkweb marketplaces, ransomware networks and other forms of high-tech criminal activity. He leads efforts that combine intelligence-driven policing, advanced digital investigations and international cooperation with law enforcement agencies and private sector partners.
