KUNA, Idaho — A rare ride-along with the Idaho Internet Crimes Against Children (ICAC) Task Force offered an inside look at how investigators track down suspects accused of possessing child sexual abuse material.
In the early morning hours on Feb. 19, CBS2 News accompanied the specialized unit to Kuna, Idaho, where investigators and the Ada County Sheriff’s Office SWAT team arrested a man accused of possession child porn.

The ICAC Task Force operates under the Idaho Attorney General’s Office focusing on online predators targeting children. It’s a widespread issue that extends far beyond Idaho, according to officials.

The Feb. 19 arrest unfolded in a quiet, newly built neighborhood where families were going about their daily routines, a stark contrast to the law enforcement activity that got underway. Investigators emphasized how quickly situations can escalate, often without a suspect realizing authorities are closing in.
When the suspect delayed answering the door, SWAT teams prepared to force entry. Moments later, he appeared and was taken into custody without further incident.
He was later identified as 40-year-old Kyle Blouin of Boise.

Once the home was secured, detectives and forensic teams began searching for electronic devices. Using a mobile unit, investigators immediately started analyzing data from Blouin’s devices for child pornography material.
According to authorities, evidence was found and Blouin was arrested. Blouin now faces three counts of possession of child sexual exploitation material, and his case is moving through the court system.
While this arrest marks a success, investigators stress that cases like this highlight a much larger and ongoing problem.
