Operation Spring Bloom: Detectives Arrest 10 Child Predators | #childpredator | #kidsaftey | #childsaftey


Fairfax County, VA – A six-day proactive enforcement operation led by the Fairfax County Police Department’s Major Crimes Bureau’s Child Exploitation Unit (CEXU) resulted in the arrest of ten individuals, the majority of whom traveled to Fairfax County intending to engage in criminal encounters with minors.

During the online operation, detectives posed as juveniles to identify individuals using internet platforms to initiate sexually explicit conversations with children. The offenders later arranged to meet in Fairfax County, believing they were meeting a child for a sexual encounter, only to be met by CEXU detectives and Violent Crime Suppression Unit (VCS) detectives. The ten men arrested ranged in age from 21 to 64 and collectively face 19 felony charges.

  1. Jose Rivas Reyes, 32, of Alexandria, was arrested and charged with two counts of Solicitation of a Minor and Attempted Indecent Liberties with a Minor. He was held on no bond.
  2. Steven Schoshinski, 64, of Fairfax, was arrested and charged with Solicitation of a Minor for Prostitution and Contributing to the Delinquency of a Minor. He was held on no bond.
  3. Milton Romero Hernandez, 48, of Bealeton, was arrested and charged with Solicitation of a Minor. He was held on no bond.
  4. Ian Milbourne, 38, of Herndon, was arrested and charged with Solicitation of a Minor and Attempted Contributing to the Delinquency of a Minor. He was held on no bond.
  5. James Wei, 46, of Reston, was arrested and charged with Solicitation of a Minor and Attempted Indecent Liberties. He was released on a $20,000 secured bond.
  6. Mohamed Al Hashim, 33, of Maryland, was arrested and charged with Solicitation of a Minor and Attempted Indecent Liberties. He was held on no bond.
  7. Anthony Smith, 33, of Manassas, was arrested and charged with Solicitation of a Minor and Attempted Contributing to the Delinquency of a Minor. He was held on no bond.
  8. Marcos Justo, 21, of Stafford, was arrested and charged with two counts of Solicitation of a Minor and Attempted Contributing to the Delinquency of a Minor. He was held on no bond.
  9. Sergio Rios Lecca, 39, of Sterling, was arrested and charged with Solicitation of a Minor and Attempted Contributing to the Delinquency of a Minor. He was released on a $1,000 bond.
  10. Fraz Aulakh, 31, of Maryland, was arrested and charged with two counts of Solicitation of a Minor and Attempted Indecent Liberties. He was held on no bond.

Parents are urged to closely monitor their children’s online activity and use available security settings to limit access to inappropriate sites or platforms. Children should be encouraged to report anyone engaging in inappropriate conversations or attempting to coerce them into providing sexually explicit images. Predators often use a variety of online applications and platforms to contact potential victims. Parents are encouraged to know what applications their children are using and maintain open conversations about the risks these platforms may pose.
