Two individuals, Iscca L. Fulton of Waterloo, Illinois and Robert Boswell of Connersville, Indiana, have been charged with stealing $7,000 from an elderly St. Jacob resident in a home repair fraud scheme. The pair allegedly entered into a contract to perform ‘re-rocking, chipping, and sealing’ work for the 60+ year old victim, but had no intention of actually doing the work, thereby stealing the money through deception.
