The partnership is structured in two phases, with the second phase expected to involve European experts traveling to Mozambique to continue capacity-building efforts locally.

The Government of Mozambique is strengthening its cybersecurity capabilities through enhanced cooperation with the European Union under the TAIEX programme of the European Commission. The initiative aims to support institutional and legal reforms while advancing the country’s digital transformation agenda.

As part of this collaboration, a team of five Cyber Incident Response Team (CSIRT) technicians from the National Institute of Information and Communication Technologies (INTIC)  is currently in Lisbon, Portugal, for a study visit and intensive training at the National Centre for Cybersecurity of Portugal (CNCS). The program includes knowledge exchange with CERT.PT and focuses on strengthening technical skills in incident response and adopting international cybersecurity best practices.

Beyond technical training, the initiative also aims to support the development of public policies aligned with global cybersecurity standards. Key priorities include strengthening national incident response systems and improving protection against digital fraud and online identity theft.

According to CSIRT coordinator Sérgio Guivala, the exchange programme is a significant step toward integrating Mozambique into international cybersecurity networks such as FIRST, which will enhance global cooperation in addressing cross-border cyber threats.

Through the TAIEX programme, Mozambique is accelerating its digital modernization agenda and reinforcing its position as a more resilient and prepared actor in cyberspace.
