Governor Maura Healey says social media is hurting kids and has proposed new guidelines for minors.
Her legislation would limit which features children have access to on the sites, among other restrictions.
State officials point to years of research showing the rise of mental health issues and poor performance in school.
Just last week, the House passed a measure imposing a social media ban on children under 14.
This comes as the corporate owners of Facebook, Instagram, and YouTube have lost major court cases that alleged the sites are purposely addictive or deceptive.
