THE EL DORADO COUNTY PROBATION DEPARTMENT FACILITATED CARQUINEZ GETTING FITTED WITH THAT TRACKER BACK IN 2023, WHEN HE LIVED IN THE BAY AREA. HE WAS FOUND GUILTY OF THESE CHILD SEX CRIMES ON JULY 17TH, 2025 AT THE SOUTH LAKE TAHOE COURTHOUSE. NOW, DESPITE FACING UP TO 18 YEARS IN PRISON, JUDGE MICHAEL MCLAUGHLIN ALLOWED HIM TO LEAVE COURT ON A $1 MILLION BAIL, AND HE WAS TOLD TO RETURN ON AUGUST 25TH TO LEARN HIS SENTENCE. ACCORDING TO A REPORT FROM THE PROBATION DEPARTMENT, COCO ANKLE MONITOR DISCONNECTED ON AUGUST 17TH, 2025. THAT WAS A MONTH AFTER THE TRIAL. THIS WAS ON TARAVAL STREET IN SAN FRANCISCO, BUT THE EL DORADO COUNTY PROBATION DEPARTMENT DID NOT CONTACT HIM UNTIL TWO DAYS LATER, ON AUGUST 19TH. AND IN THAT CALL, THEY SAY CARQUINEZ CLAIMED HE WAS CHARGING THE ANKLE MONITOR, BUT THEY STILL COULDN’T SEE IT. AND THEY SAY THEY TOLD HIM TO GET IT CHECKED AT A BAY AREA OFFICE. THAT ANKLE MONITOR NEVER RECONNECTED, AND THE NEXT DAY IN THEIR REPORT IS AUGUST 25TH. THAT’S THE DAY HE WAS SUPPOSED TO BE SENTENCED AND HIS FAMILY REPORTED HIM MISSING TO SAN FRANCISCO POLICE. NOW, WE ASKED THE EL DORADO PROBATION DEPARTMENT, WHY DID IT TAKE TWO DAYS TO CONTACT HIM AFTER THE ANKLE MONITOR DISCONNECTED? WELL, THIS AFTERNOON, THE INTERIM CHIEF PROBATION OFFICER TOLD ME IT WAS BECAUSE A WORKER WAS OFF FOR THOSE TWO DAYS, SAYING PROBATION DOES NOT HAVE 24 OVER SEVEN MONITORING OF ELECTRONIC DEVICES, OR 24 OVER SEVEN RESPONSE, ADDING THE USE OF THESE DEVICES ON INDIVIDUALS OUTSIDE OF OUR GEOGRAPHICAL JURISDICTION CREATES DISADVANTAGES. NOW REMEMBER, HE WAS LAST LOCATED IN SAN FRANCISCO. NOW, THE INTERIM CHIEF SAYS THE DEPARTMENT RECOGNIZES WE COULD HAVE PURSUED ADDITIONAL FOLLOW UP WITH THE CLIENT TO ENSURE HE HAD SECURED A NEW WORKING DEVICE. EL DORADO COUNTY DISTRICT ATTORNEY VERN PIERSON REMAINS CRITICAL OF THE JUDGE’S DECISION TO LET ME WALK OUT OF COURT THE DAY OF THE GUILTY VERDICTS, TO EXPECT THAT A PERSON ON $1 MILLION BOND WHO HAS NOW BEEN CONVICTED, THAT MERELY ADDING AN ANKLE MONITOR, WHICH CAN BE EASILY CUT OFF. A convicted child molester disappeared before his sentencing in El Dorado County after his ankle monitor disconnected.Carl Cacconie was convicted July 17, 2025 at the South Lake Tahoe Courthouse for six felony sex crimes involving an 11-year-old girl. Despite facing up to 18 years in prison, Judge Michael McLaughlin allowed him to leave court on $1 million bail after his conviction, instructing him to return on Aug. 25 for sentencing. KCRA 3 has learned, the El Dorado County Probation Department facilitated Cacconie getting fitted with an ankle monitor in 2023. According to a probation department report filed with the court, the monitor disconnected on Aug. 17, 2025, on Taraval Street in San Francisco. However, authorities did not contact him until Aug. 19, two days later. During the Aug. 19 call with the probation department, the report says Cacconie claimed he was charging the ankle monitor. The department says it still couldn’t see the device, so he was directed to an office in the Bay Area to get it checked. The device never reconnected.On Aug. 25, the day of his scheduled sentencing, his family reported him missing. Interim Chief Probation Officer for El Dorado County Kaci Smith explained the delay in contacting Cacconie, saying, “Probation does not have 24/7 monitoring of electronic devices or 24/7 response. The use of these devices on individuals outside of our geographical jurisdiction creates disadvantages.” “The department recognizes we could have pursued additional follow-up with the client to ensure he had secured a new/working device,” the interim chief added.El Dorado County District Attorney Vern Pierson criticized the decision to allow Cacconie to leave court after his conviction and suggested the ankle monitor was false security. “To expect that a person on $1 million bond, who has now been convicted, that merely adding an ankle monitor, which can be easily cut off, adds any real assurance to bringing him back to court, it’s kind of folly,” Pierson said. “This is a county that prides itself on holding people accountable. And, unfortunately, that’s so far not what has happened.” Cacconie’s family reported that he left a suicide note, but Pierson said he believes Cacconie is alive and being helped to evade authorities.
