The Russian Deputy Prime Minister said that the second package of anti-fraud measures that has just been passed will help strengthen protection for people.

The second package of measures to combat cyber fraud was approved by the State Duma (Russian Lower House) in the third reading on June 9, 2026 and then signed into law by the President.
The new law stipulates a series of measures, including a mechanism allowing people to self-register to block incoming international calls, build a unified database on mobile device identification codes, and issue specialized SIM cards for children.
This initiative also stipulates that each individual can only own a maximum of 20 bank cards, and at the same time deploys a “panic button” on the online public service portal Gosuslugi so that people can quickly report or request support when suspected of being scammed.
