Gregg Township, Pa. — Additional charges were filed this week for a 41-year-old New Columbia sex offender who allegedly messaged nude photos to a woman posing as an 11-year-old girl.
Steven Richard Tarr II had already been charged on July 24 with a felony count of failure to provide accurate registration information after a tip led police to investigate him. Tarr has been on the Megan’s Law registry and reportedly had an account on X, formerly known as Twitter, that he used to send explicit messages to an alleged child.
Charges filed on July 27 include another felony of failure to provide accurate registration info, as well as one felony count each of corruption of minors and criminal use of a communication facility.
The charges stem from July 7 when Trooper Tyler Diggans went to Tarr’s home to interview him. Tarr allegedly admitted to having the X account that he did not update with Megan’s Law requirements, according to the affidavit. Tarr’s X handle included his last name, police said.
Tarr also allegedly admitted to using the account to receive videos and pictures of child sex abuse material (CSAM). He claimed he deleted all the CSAM from his phone because he was getting some of the material from X. At this time, police have not filed CSAM possession charges related to this alleged admission.
Tarr admitted to police that he was communicating with a girl who he believed to be 11-years-old. Tarr told police he was attempting to meet the child to have sex, according to the affidavit.
Police also interviewed the woman who told Tarr she was an 11-year-old girl. The woman told police Tarr initiated contact and the two exchanged messages via X for two weeks. The conversations quickly became sexual, with Tarr sending a picture of his genitals and asking the victim for a naked picture of her, according to the affidavit. The victim told police Tarr set up a day and time with the victim to meet her and have sex. Tarr also allegedly gave the victim his cell phone number and home address.
The alleged victim provided police with messages from Tarr’s X account where he sent pictures of himself to her, according to the affidavit.
On July 9, police served a search warrant on Tarr’s cell phone. Upon searching the phone, police found the message thread that the victim had provided them. In the messages, Tarr tells the alleged victim he’d be willing to have sexual relations with her more than once if he gets paid for it because he is “risking” his freedom, according to the affidavit.
Diggan noted Tarr was on the Megan’s Law sexual offender registry for a charge from Feb. 2, 2020 from New York.
A Williamsport woman in met Tarr, who lived in Williamsport at the time, in August 2019 on a social media site. Tarr went to Williamson to live with the woman in January 2020.
Tarr was only there a month before problems arose and he left the woman’s home by February 2020. The woman’s 4-year-old daughter eventually revealed that Tarr had been sexually abusing her, according to a report from the Times of Wayne County.
Tarr was convicted on Aug. 4, 2021 in New York State for possessing a sexual performance by a child, according to the Megan’s Law website. Tarr also was convicted on felony child abuse charges. Tarr, a Tier 1 offender, was place on the Megan’s Law registry in Pa. on Dec. 10, 2025.
Bail for Tarr’s most recent set of charges was set at $75,000 by District Judge Jeffrey Mensch. A preliminary hearing is set for Aug. 18 at Mensch’s office.

Tarr had a preliminary hearing on July 21 at Mensch’s office for the previous felony failure to provide accurate registration info charge. The charges were waived for court. Tarr has remained in Union County Prison since his arrest on July 8.
