DES MOINES, Iowa — Attorney General Brenna Bird is leading a coalition of 15 states demanding transparency and accountability from OpenAI after an experimental artificial intelligence model hacked another AI company’s network for several days.
In July, OpenAI released an experimental AI model that gained unauthorized access to several computer networks, culminating in a days-long hack on Hugging Face, another AI company. The coalition says OpenAI’s failure to ensure the safety of its products poses an imminent risk of substantial harm to their states.
“This is exactly what we are worried about with artificial intelligence,” Bird said. “AI can be a powerful tool for good, when harnessed safely.”
“Unfortunately, OpenAI so badly managed a security test that it let its powerful tool infiltrate and learn from other secure networks, and finally attack another company’s network, hacking it for days,” Bird said. “The AI weaponized itself, which is extremely scary.”
Bird said OpenAI has downplayed the severity of the breach and has been vague in its public response, leading to public distrust. She said the coalition wants to make sure OpenAI prevents this hacking from ever happening again.
The coalition says OpenAI may have violated state and federal laws, including consumer protection and data-privacy statutes. The attorneys general are asking OpenAI to preserve all potentially relevant documents, data and information.
They also want OpenAI to ensure no personnel face adverse action for whistleblowing or reporting unlawful or harmful activities. The coalition is demanding OpenAI immediately stop all tests that led to the hacking unless the company can show it can conduct such activities in a controlled and responsible way.
The Iowa-led coalition includes the attorneys general of Alabama, Alaska, Florida, Idaho, Indiana, Kansas, Missouri, Montana, Nebraska, Oklahoma, Pennsylvania, South Carolina, Texas and Utah.
