Japan is supporting UNESCO to strengthen early warning systems and safer learning environments in Viet Nam.
UNESCO has begun implementing a disaster risk reduction project in Viet Nam aimed at strengthening early warning systems, improving local preparedness and protecting schools in disaster-prone communities.
Funded by the government of Japan, the one-year project will run until March 2027 in Nghe An Province, where mountainous communities face recurring flash floods, landslides and other hazards intensified by extreme weather.
The initiative will improve near-real-time monitoring through measures such as sensors and data transmission systems. UNESCO will also work with national and local authorities to review disaster risk assessments, update emergency response plans and develop new flash flood and landslide hazard maps.
Initial implementation will focus on the communes of Tuong Duong and Muong Xen. Upgraded warning infrastructure is intended to help local authorities and residents turn hazard information into faster and more effective action.
School safety forms another central part of the project. Education authorities, school leaders and teachers will receive support to identify local hazards, develop preparedness and evacuation plans and maintain access to education during and after emergencies.
Around 15,000 people are expected to benefit directly, including residents, students, teachers, forecasting agencies and disaster management officials. UNESCO said the methods and lessons developed in Nghe An could support similar projects elsewhere in Viet Nam.

Combining digital monitoring with community and school preparedness can ensure warnings lead to timely action rather than merely producing technical data. The project could reduce casualties, protect children and limit interruptions to education while providing a model for other disaster-prone areas of Viet Nam.
