Delta Fringe Adds Semiconductor Security Veteran Steven McNeil to Advisory Board

Delta Fringe LLC has appointed Steven McNeil, founder of SiTech Consulting LLC, to its Strategic Advisory Board, adding more than three decades of semiconductor engineering and hardware security experience as the company works at the intersection of advanced electronics and national defense.

McNeil’s background spans semiconductor manufacturing, process engineering, device failure analysis, product engineering, integrated-circuit design, FPGA and system-on-chip technology, and hardware security. His advisory role will give Delta Fringe additional technical expertise as it evaluates technologies and security requirements for defense applications.

Before founding SiTech Consulting, McNeil spent 23 years at Xilinx and AMD in engineering and technical leadership positions involving programmable logic, semiconductor design and development, and secure implementation.

He ultimately served as director of the Security Center of Excellence for FPGAs and SoCs. His work there focused on improving the security and assurance of advanced programmable devices against sophisticated threats, including those associated with nation-state adversaries.

That experience is relevant to defense systems where security requirements extend down to individual electronic components. Field-programmable gate arrays and systems-on-chip can perform critical processing and control functions inside aerospace and defense platforms, making the security of the underlying hardware an important part of broader system resilience.

“Steve brings a rare combination of deep semiconductor experience and hardware security expertise to Delta Fringe,” founder Luke Miller said. “He understands that security has to be designed into the silicon and the system from the beginning.”

Miller pointed specifically to areas including anti-tamper technology, side-channel analysis and differential power analysis as examples of the expertise McNeil brings to the company.

Those disciplines address the practical challenge of protecting hardware against adversaries that may have physical or highly sophisticated access to a system. Rather than relying exclusively on software-level cybersecurity, hardware security can involve designing protections into semiconductor architectures and analyzing how devices might unintentionally expose information through power consumption, timing or other physical characteristics.

Through SiTech Consulting, McNeil advises aerospace and defense organizations on security issues involving advanced electronics. His work includes particular expertise in programmable logic technologies such as FPGAs and SoCs.

McNeil’s appointment is part of Delta Fringe’s formation of a Strategic Advisory Board intended to provide outside technical and strategic judgment as the company grows. Delta Fringe said members will be expected to challenge assumptions, identify gaps and evaluate emerging opportunities rather than serve in primarily ceremonial positions.

“Our Strategic Advisory Board isn’t ceremonial,” Miller said. “I want people who will challenge thinking, identify what may be missing, and help make better decisions.”

For a company operating across semiconductors, electronic systems and defense, that advisory structure can provide additional scrutiny around how technologies move from technical capability into mission-specific applications. Defense electronics frequently require coordination among semiconductor design, system architecture, security requirements and the operational environment in which equipment will ultimately be deployed.

McNeil’s experience provides Delta Fringe with perspective across several of those layers, from semiconductor manufacturing and device engineering through secure implementation and hardware assurance.

The company said it is assembling the board around experienced leaders capable of connecting technical developments with defense requirements while providing independent judgment on strategy and execution.

McNeil’s appointment strengthens that effort with expertise in the security of programmable semiconductor systems, an area where design decisions made at the component level can have direct implications for the security and resilience of larger defense platforms.
