The two designated organizations are the Vietnam Motor Vehicle Testing Center (VMTC) and VCT Services Joint Stock Company. Testing will be conducted within the scope specified by the Vietnam Register to support state management.
The Vietnam Register has required both organizations to fully comply with regulations and guidance issued by competent state authorities. They will also be legally responsible, as well as accountable to the Vietnam Register, for their testing results.
The temporary designation comes as new regulations governing the quality of products and goods took effect on July 1, 2026.
Under Law No. 78/2025/QH15 and Government Decree 37/2026, products and goods are classified into three risk levels: low, medium and high.
The classifications provide the basis for applying quality-control measures, determining conformity certification requirements and carrying out the certification process.
To implement the new regulations, the Ministry of Construction issued Circular 49/2026, establishing a list of medium- and high-risk products and goods in the transport sector under the ministry’s management. The circular took effect on July 1, 2026.
Child safety devices used in cars are classified under the circular as medium-risk products.
Under the regulations, products in this category must receive conformity certification and a declaration of conformity in accordance with laws governing standards and technical regulations. Conformity certification must be conducted by an accredited certification body.
Businesses must therefore complete the required conformity certification and declaration procedures before placing their products on the market.
Companies are also responsible for the legality, completeness and accuracy of their technical documentation and for the quality of products they put into circulation.
Cars carrying young children must use appropriate safety devices from July 1
Tighter quality controls on child safety devices are being introduced alongside new rules requiring their use in cars.
Under the law amending and supplementing provisions of 10 laws related to security and public order, drivers carrying children under 10 years old and shorter than 1.35 meters must use an appropriate child safety device, except in vehicles used for passenger transport services.
The law also prohibits children under 10 and shorter than 1.35 meters from sitting in the same row as the driver, except in vehicles that have only one row of seats.
Government Decree 238/2026, which took effect on Aug. 15, 2026, sets out penalties for violations.
Under the decree, drivers carrying children who fall within these age and height thresholds without using an appropriate safety device will receive a warning.
Classifying child safety devices as medium-risk products while requiring conformity certification and declarations is intended to ensure their quality is properly controlled before they enter the market.
