In a new security report, Telenor takes the temperature of the threat landscape in Denmark, Norway, Sweden and Finland and points to the challenges that come with society’s total dependence on digital infrastructure.
The report brings together assessments from Nordic security authorities, insights from Telenor’s own security experts and a survey of Nordic business leaders.

The Nordic region must be able to stand together when the crisis hits
As a telecommunications company with activities in all four Nordic countries, Telenor has a special opportunity to draw on colleagues and resources across borders.
According to the report, the Nordic authorities should coordinate preparedness more closely and agree in advance how the countries can draw on each other’s specialists and equipment across borders when their own resources are under pressure.
Telenor calls for action from Nordic governments
1. Establish clear requirements for critical infrastructure.
Authorities must prioritize which critical societal functions need to be restored first during a crisis, how quickly this should happen, and who pays for the extra preparedness.
2. Ensure a plan B for critical IT solutions
Companies and authorities must have control over who has access to their most important data and have alternatives ready if critical IT solutions fail.
3. Make preparedness a joint Nordic task.
The authorities must coordinate crisis plans and create a framework for sharing resources across national borders.
4. Conduct joint emergency preparedness exercises
Authorities and companies must test how they handle major power outages and cyberattacks, and the lessons learned must be used to improve preparedness.
5. Strengthen information during crises
Authorities and companies must build on existing communication plans and test how citizens receive important information if normal channels do not work.
Om Nordic Digital Security 2026

Lars Thomsen, CEO of Telenor Denmark
We notice every day that the threats to our networks are becoming more serious. We invest massively in security, continuously expand and test our preparedness, but we are up against strong forces, and therefore we must be better at helping each other when something serious hits. We have a huge strength in the Nordics, which we are not utilizing well enough today, and we need to change that. We are four small countries, each with strong competencies and a well-developed digital infrastructure. But it makes no sense for us to plan our preparedness separately when our societies are so closely connected. At Telenor, we can draw on colleagues and resources throughout the Nordic region, but we must also be able to utilize that strength during a crisis, and this requires that the authorities make the agreements in advance.
