What Actually Keeps Kids Safe Online? It’s Not What Most Parents Think

School smartphone bans are spreading across many U.S. states. Australia banned teens under 16 from social media. Parents are installing surveillance software on their kids’ devices. All of it sounds like common sense: keep children away from danger. But according to a new analysis published in Science, these well-intentioned restrictions may not work as intended and can sometimes backfire, doing more damage than good.

The article, authored by Sandra Cortesi and Urs Gasser of the Technical University of Munich, draws on a yearlong effort by an international panel of experts called the Frontiers in Digital Child Safety working group. Their conclusion is blunt: blanket bans, parental control requirements, and one-size-fits-all access rules often erode the very trust between kids and adults that keeps children safe.

Worse, these restrictions can push tech use underground, where children are even more vulnerable and less likely to ask for help when something goes wrong.

Instead of doubling down on fear-driven bans, the authors argue for something very different: designing digital spaces that actively support children’s safety, resilience, and development from the ground up. It is a shift from what they call a “politics of fear” to a “politics of possibility,” one grounded in evidence from psychology, education, and computer science rather than parental anxiety or political convenience.

Right now, much of the global policy conversation around kids and technology reads like a greatest hits of restriction. The article points to several examples: proposed parental control laws in the United States, Australia’s under-16 social media ban, the United Kingdom’s Online Safety Act with its age-verification requirements, and smartphone bans sweeping through American schools. Popular science books and media coverage of a youth mental health crisis have only amplified the urgency.

But urgency, the authors argue, has led to sloppy solutions. By lumping all digital technologies together and applying uniform rules across wide age ranges and developmental stages, these policies ignore how dramatically a six-year-old’s needs differ from a fifteen-year-old’s. A toddler and a teenager are both “children” under the law, but treating them the same way in digital policy makes about as much sense as giving them the same bedtime.

According to the expert panel, monitoring software that reads kids’ messages, content filters turned on without explanation, and restrictions imposed without discussion may reassure adults but often drive secrecy. When children feel watched rather than supported, they stop talking to the adults in their lives, which is exactly the opposite of what safety requires.

Four Smarter Approaches to Digital Child Safety

Rather than just listing what is broken, the expert group identified four design-based approaches they argue are more promising than prohibition.

Building trust, not surveillance. Research cited in the article shows that working together, where parents and children adjust privacy and usage settings as a team, leads to more open communication and better outcomes than top-down monitoring. Systems should expand a child’s freedom and responsibility as they mature, rather than locking everyone into the same rigid restrictions regardless of age. Engineers can build interfaces that explain why certain limits exist, and companies can design features that grow with a child rather than treating all minors identically.

Making it easier to ask for help. Even when children encounter serious dangers online, such as cyberbullying, harassment, or predatory contact, many stay silent. Fear of punishment, shame, or not being believed keeps them from reaching out. Anonymous reporting tools, according to the article, increase the chances a child will speak up about harmful experiences. Peer dynamics matter too: when classmates seek help, others are more likely to follow. Simple, multilingual interfaces work far better than confusing ones, especially for younger children and those from underserved communities. Platforms, the authors argue, should embed one-click, anonymous reporting with clear feedback about what happens next.

Real-time guardrails that preserve choice. Rather than trying to block every possible risk before it happens, an impossible task, tools built into the device itself can respond in the moment. The article points to Apple’s Communication Safety feature as an example: it blurs explicit images and prompts the child to reflect or seek help. Behavioral studies referenced in the article show that gentle prompts, like reminders to take a break, encourage healthier digital habits more effectively than guilt-based restrictions. Children are more likely to accept these supports because they preserve choice rather than imposing control.

Education and letting kids help design solutions. Restrictions may keep a child off a particular platform, but they do nothing to prepare that child for the realities of digital life. Research in the article shows that safety lessons are most effective when woven into everyday school subjects, such as science, history, health, and civics, rather than delivered as standalone awareness campaigns. The expert group also stresses participatory design: when children help create safety tools, those tools end up being more relevant, more engaging, and more widely adopted. This matters especially for kids from underserved groups, who are often invisible in one-size-fits-all policy.

For all the promise of these approaches, the authors are candid about what remains unknown. Long-term studies tracking how children’s trust, resilience, and digital habits change over time are still rare. Much of the existing research relies on surveys, essentially asking kids and parents to describe their own behavior, rather than analyzing actual usage patterns. Getting better data would require technology companies to share anonymized information with independent researchers, something that has been slow to happen.

Geographic blind spots compound the problem. Most large-scale studies have been conducted in Europe and North America, leaving major blind spots in much of the world. Even widely used tools like content filters, gentle prompts, and reporting systems are often rolled out without any formal evaluation of whether they actually work. Mandated restrictions, meanwhile, remain “politically attractive but scientifically weak,” as the article puts it, with regulators seldom requiring companies to demonstrate that their safety measures are effective.

Smart design alone will not solve the problem if the business model underlying most digital platforms still rewards engagement above all else. The article identifies several structural obstacles: misaligned business incentives where keeping eyeballs on screens outweighs safety, free-rider problems where companies that invest in child safety bear costs while competitors skip those investments, and gaps in regulatory capacity that leave safety claims untested. Overcoming these barriers requires liability rules that make companies bear the costs of harm, transparency requirements backed by independent auditing, and testing grounds that allow safety approaches to be tried before full rollout.

Why Treating Kids as Partners in Digital Safety Matters

One of the more persistent themes running through the article is the insistence that children themselves should be treated as partners in solving these problems, not just passive recipients of adult protection. The expert group anchored its framework in three values: rights, agency, and well-being. Rights provide the legal foundation, grounded in the United Nations Convention on the Rights of the Child. Agency recognizes that children are active participants in their own lives. And well-being means more than just the absence of harm; it means creating conditions for children to thrive.

Most current policy treats children purely as potential victims who need to be shielded. The alternative vision laid out here treats them as developing people who need both protection and the opportunity to build competence, to learn how to handle risk rather than be walled off from it.

None of this is as simple or as satisfying as announcing a ban. Bans make for good headlines and let politicians show they are “doing something.” But the evidence assembled by this expert panel argues that doing something ineffective, or counterproductive, is not actually better than doing something smarter, even if the smarter path is messier and slower.

As Cortesi and Gasser write, restrictions “may ease public anxiety, but on their own, they are blunt instruments that erode trust and overlook opportunities.” The path forward demands that researchers, companies, educators, and policymakers work together, with children given a seat at the table. A harder path, yes, but one that leads to digital lives for kids that are richer and better protected. More bans, more surveillance, and more anxiety have already been tried. The evidence says it is not working.
