Phnom Penh, August 21, 2025 — The Secretariat of the Commission for Combating Online Scams announced the results of a sweeping crackdown on cybercrime and online scams conducted across Cambodia from June 27 to August 18, 2025. The operation, led by the government’s unified law enforcement agencies, targeted key criminal networks involved in fraud, human trafficking, and other illicit activities facilitated through digital platforms.
According to the official statement, authorities carried out targeted interventions at 72 locations across 18 provinces, resulting in the arrest of approximately 3,170 suspects representing 19 different nationalities. Legal proceedings have been initiated against 66 individuals suspected of being ringleaders or accomplices involved in orchestrating online scams.
The campaign has also seen the deportation of over 2,450 foreigners implicated in cybercrime activities, emphasizing Cambodia’s rising commitment to combating transnational cyber threats. Notably, authorities in Kampot province conducted one of the most significant operations in recent months, dismantling criminal networks responsible for online fraud, murder, and human trafficking. Fourteen ringleaders were arrested during this crackdown, which also led to the rescue of trafficking victims and the dismantling of trafficking dens.
Over the past three years, Cambodia has intensified its efforts to fight online scams and cybercrime through a comprehensive crackdown, which has resulted in the dismantling of over 24,000 online fraud gangs. Among these, more than 23,900 foreigners involved in such illicit activities have been deported, and over 4,800 victims from 27 different nationalities have been rescued.
Since establishing the Cambodia Cybercrime Fighting Commission (CCFC), the government has prioritized research, investigation, suppression, and legal enforcement to curb cyber threats. The coordinated efforts involve ministries, government agencies, and international cooperation, aimed at maintaining national security, public order, and social safety.
The Cambodian authorities have reaffirmed their zero-tolerance policy toward cybercriminals, pledging to take the strictest legal actions against ringleaders involved in cyber scams and related criminal activities. The government also highlighted the importance of international collaboration in combating cybercrime, which increasingly affects countries worldwide.
