Beijing, July 29 – China’s cyberspace regulator has published a draft law aimed at curbing cyberbullying, in particular the use of artificial intelligence for insults and abuses in the digital environment, including content that circulates beyond the country.
Below are the main provisions of the draft law published by the Cyberspace Administration of China (CAC).
Key Provisions of the Draft Law
- The law applies to cyberbullying both domestically and to organizations and individuals abroad that target China.
- Online platforms are required to verify the real identities of guarantors before allowing publication of information or the use of instant messaging services.
- The proposed rules require platforms to monitor and report risks of cyberbullying content created or disseminated using artificial intelligence, to remove and block such content, and to report it to authorities.
- Schools should integrate cyberbullying prevention materials into the curriculum.
- Online services that violate the rules may be fined up to 10 million yuan and may also be subject to the closure of their websites or apps or cancellation of their business licenses.
The draft law demonstrates the authorities’ growing focus on public safety in the digital space and the regulation of artificial intelligence technologies to prevent cyberbullying.
