For decades, the standard playbook for safeguarding municipal water infrastructure involved chain-link fences and heavy padlocks — visible physical security.

Today, however, the most serious threats facing the state’s drinking water infrastructure can’t be thwarted at a treatment plant’s gates; they breach the perimeter silently through a facility’s fiber-optic cables and vulnerable firewalls.

As reported by the newspaper in November 2023, federal investigators arrived at the town’s Electric Light and Water Departments with an alarming message: state-sponsored hackers from China had infiltrated their network.

Operating through a zero-day vulnerability in the system’s firewall, the intruders lingered undetected within the system for hundreds of days. It was an act of cyber-espionage designed to establish a quiet foothold, granting foreign adversaries the hidden ability to disrupt essential utilities — including the automated chemical treatment of drinking water — at a time of their choosing.

The Littleton incident shattered the misguided illusion that small, rural, or suburban municipalities present too obscure a target to attract international cyber-threats.

Hackers don’t target small towns because they’re strategically vital; they zero in on them because their digital defenses are often underfunded, understaffed, or outdated.

Many small municipal systems rely on legacy Operational Technology (OT) to balance pH levels, regulate water pressure, and control filtration.

If these critical computer systems connect directly to a municipality’s everyday office computers without any digital barrier between them, they can be hijacked to control critical functions like traffic lights or water systems.

Which means a single employee clicking a phishing link can compromise the safety of an entire community’s drinking supply.

Recognizing the potentially dire consequences of this critical exposure, state Treasurer Deb Goldberg, the Massachusetts Clean Water Trust, and the state’s Department of Environmental Protection have taken proactive steps to pre-empt such a nightmarish scenario.

The state-instituted grant program is providing at least $2 million to help municipalities directly confront these emerging threats.

Designed to provide local operators with immediate financial lifelines, the Public Water Suppliers Cybersecurity Improvements Program funds critical defensive infrastructure.

Public water systems can secure up to $50,000 to remediate vulnerabilities discovered during recent security assessments.

These grants are purposefully structured to support the precise defensive measures that modern utilities need.

Municipalities can utilize the funding for crucial upgrades, such as:

• Replacing end-of-life hardware and software;

• Separating information and operational networks;

• Establishing multi-factor authentication for remote access;

• Deploying system-wide encryption;

• Formalizing incident response plans and conducting continuous employee cybersecurity training.

This state-backed funding addresses a critical structural gap in local utility management. While major regional water authorities possess dedicated IT security teams, smaller local municipal boards must frequently choose between fixing a leaking main or hiring a cybersecurity consultant.

The Trust’s grant program ensures that small towns need not compromise digital safety to maintain physical infrastructure.

MassDEP also has integrated cybersecurity evaluations into its broader statewide sanitary surveys. This regulatory development means that cyber-resiliency is no longer treated as a separate, distinct issue from standard environmental safety compliance.

The program’s rollout has already yielded measurable improvements across the state. Over $1.3 million has been awarded to protect dozens of community water networks.

However, with geopolitical tensions rising and recent nationwide cyberattacks that may be linked to Iran-backed hackers hitting public water systems across multiple states, the window to act is now.

Municipalities cannot afford a passive, “wait-and-see” approach. The threat is active, evolving, and indiscriminate.

A successful breach carries severe consequences that extend far beyond administrative inconvenience; it risks the direct contamination of local drinking supplies, sudden service shutdowns, and millions of dollars in emergency recovery costs.

Fortunately, local administrators don’t have to navigate these complex technical challenges in isolation. MassDEP has paired its financial resources with a comprehensive Cybersecurity Resource Hub, offering access to free professional assessments, standardized templates, and response coordination tools.

The Public Water Suppliers Cybersecurity Improvements Grant Program is currently accepting applications, reviewing requests on a first-come, first-served basis. Local select boards, public works directors, and utility managers should take advantage of this process while the funding lasts.

The cyber infiltration of Littleton’s utilities served as a definitive, real-world warning. Thanks to coordinated local transparency and federal intervention, a major public health crisis was averted.

Neighboring communities cannot simply rely on luck to protect their infrastructure. The state has provided the necessary funding, tools, and institutional support.
