GOOD EVENING, AND THANK YOU FOR JOINING US HERE FOR OUR NEWS AT 11. I’M EDIE LAMBERT, I’M GULSTAN DART. THE SEARCH GOES ON TONIGHT FOR CARL CARQUINEZ. AND HE WAS CONVICTED OF SEXUALLY ASSAULTING AN 11 YEAR OLD GIRL SEVERAL TIMES, BUT THEN VANISHED WHILE ON BAIL. TONIGHT, THE VICTIM’S MOTHER IS CALLING FOR A REVIEW OF THE DECISION TO GRANT HIM BAIL. KCRA 3’S KURTIS MING HAS BEEN FOLLOWING THIS CASE AND HAS THE LATEST GULSTAN. EDIE. ON THE SAME DAY, A JURY FOUND CARL GUILTY ON SIX FELONY CHARGES OF COMMITTING LEWD ACTS ON AN 11 YEAR OLD GIRL. JUDGE MICHAEL MCLAUGHLIN ALLOWED HIM TO LEAVE COURT ON A $1 MILLION BAIL, DESPITE FACING UP TO 18 YEARS IN PRISON. HE WAS FITTED WITH AN ANKLE MONITOR AND TOLD TO RETURN IN AUGUST FOR SENTENCING, BUT THE DEVICE WAS DISCONNECTED AND HE DISAPPEARED. THIS WEEK, THE VICTIM’S BIRTH MOTHER, ALANA RAMIREZ, FILED A COMPLAINT WITH THE CALIFORNIA COMMISSION ON JUDICIAL PERFORMANCE, ASKING THEM TO REVIEW THE JUDGE’S DECISION. THE COMMISSION IS AN INDEPENDENT STATE AGENCY RESPONSIBLE FOR INVESTIGATING COMPLAINTS OF JUDICIAL MISCONDUCT. NOW, IN THE COMPLAINT, SHE SAYS THE JUSTICE SYSTEM FAILED MY DAUGHTER AND HAS DONE NOTHING TO PROTECT OTHER POTENTIAL VICTIMS. A CONVICTED CHILD PREDATOR REMAINS AT LARGE. OUR FAMILY CONTINUES TO LIVE WITH FEAR AND UNCERTAINTY, KNOWING THAT ACCOUNTABILITY WAS NEVER COMPLETED, AND THAT HE HAS SUCCESSFULLY EVADED JUSTICE FOR NEARLY A YEAR. BUT THE COMPLAINT MAY HAVE A HURDLE. ACCORDING TO THE COMMISSION’S WEBSITE, AN ERROR IN A JUDGE’S DECISION OR RULING IS NOT BY ITSELF MISCONDUCT, A COMPLAINT THAT DESCRIBES A LEGAL ERROR BUT DOES NOT DESCRIBE JUDICIAL MISCONDUCT WILL NOT BE INVESTIGATED. THE COMPLAINT NOW GOES TO THE COMMISSION FOR REVIEW. THERE IS NO WORD ON HOW LONG THAT COULD TAKE. SACRAMENTO VALLEY CRIME STOPPERS IS NOW OFFERING A CASH REWARD OF UP TO $1,000 TO HELP FIND CARL CARQUINEZ, AND YOU CAN LEAVE AN

Carl Cacconie, a convicted sex offender, disappeared after being granted bail by an El Dorado County judge, sparking criticism and a formal complaint from the victim’s mother. On the same day a jury convicted Cacconie on six felony charges of committing lewd acts on an 11-year-old child, Judge Michael McLaughlin allowed him to leave court on $1 million bail, despite the possibility of facing up to 18 years in prison. Cacconie was fitted with an ankle monitor and ordered to return in August for sentencing, but the device was disconnected, and he vanished. This week, the victim’s birth mother, Alana Ramirez, filed a complaint with the California Commission on Judicial Performance, asking the agency to review the judge’s decision. The commission is an independent state agency responsible for investigating complaints of judicial misconduct. In her complaint, Ramirez said, “The justice system failed my daughter and has done nothing to protect other potential victims. A convicted child predator remains at large. Our family continues to live with fear and uncertainty knowing that accountability was never completed and that he has successfully evaded justice for nearly a year.” However, the commission’s website states that an error in a judge’s decision or ruling is not, by itself, considered misconduct. Complaints describing legal errors without evidence of judicial misconduct will not be investigated. The complaint will now go to the commission for review, though there is no word on how long that process may take. Sacramento Valley Crime Stoppers is offering a cash reward of up to $1,000 for information leading to Cacconie’s capture. Anonymous tips can be submitted by calling the hotline at 1-800-AA-CRIME.See more coverage of top California stories here | Download our app | Subscribe to our morning newsletter | Find us on YouTube here and subscribe to our channel
